With a goal of operational excellence across Lake County, this newly created position is focused on ensuring compliance with established policies and procedures, minimizing risk, and improving efficiency. </p> <p>The Internal Auditor will develop and execute the County's audit plan and take a lead role in the day to day execution of internal audits, work collaboratively with County departments to proactively identify business risks and evaluate the controls in place to mitigate those risks, as well as provide value-added advice and support to departments on the creation or modification of policies, procedures, processes, products or services to ensure an appropriate level of internal control and compliance is maintained.</p> <ul> <li>Assist in the establishment of an Enterprise Risk Management and Internal Control framework. </li><li>Assist in the creation of internal control policies, processes, and procedures for all Lake County departments and divisions in accordance with the Government Accountability Office (GAO) Standards for Internal Control in the Federal Government ("Green Book") standards. </li><li>Establish a risk assessment process, which prioritizes risk areas. </li><li>Work collaboratively with departments to plan audits, explain scope and objectives, and provide overview of all steps. </li><li>Develop thorough understanding of multi-disciplines and cross-functional business processes for audits and document the processes appropriately. </li><li>Develop risk-based test plan using appropriate audit approach, test procedures and sampling criteria. </li><li>Perform audit tests and prepare working papers in accordance with professional Institute of Internal Auditor standards. </li><li>Evaluate adequacy of process design and effectiveness of controls in meeting business and control objectives. Identify and document control and process weaknesses and provide evidential support for findings. </li><li>Propose practical and value-added recommendations to address control weaknesses and/or process inefficiencies. </li><li>Conduct audit close-out meetings providing clear explanations and expectations for identified issues. </li><li>Follow up on findings of internal and external audits. </li><li>Prepare concise and informative written audit reports and effectively present these reports to the Finance and Administrative Committee of the Lake County Board. </li><li>Implement and train pertinent staff on internal control framework requirements, duties and practices. </li><li>Assist in the development of a Continuity of Operations Plan. </li><li>Performs other duties as required. </li><li>Bachelor's degree in Accounting, Business Administration, Finance, or related field. </li><li>Minimum of six years of relevant experience, including demonstrated responsibility for coordinating, leading, or managing internal audits. </li><li>Strong working knowledge of governmental accounting and generally accepted accounting principles. </li><li>Proven ability to lead through influence by fostering cross-functional partnerships, aligning competing priorities, and driving strategic outcomes without direct reporting authority. </li><li>Proven ability to leverage ERP systems to simplify, standardize, and streamline administrative processes preferred. </li><li>Certified Internal Auditor (CIA) required within 24 months of hire. </li></ul> <p>For more information on Lake County's mission, vision, values and strategic plan please visit https://www.lakecountyil.gov/2516/Strategic-Plan. </p> <p>Lake County offers a competitive salary and benefit package.
