Incomplete applications will not be considered.</p> <p>The Department of Community Planning, Housing and Development (CPHD) is seeking a seasoned and dynamic Budget & Finance Manager to lead its financial operations. Reporting directly to the Department Director, this role oversees a team responsible for budgeting, financial reporting, procurement, accounting, audits, compliance, and strategic financial planning. The Manager will play a key role in advancing equitable and outcome-based budgeting practices.</p> <p>This position manages a complex portfolio of seven funds totaling approximately $72 million, including general, capital, enterprise, and revolving loan funds. These funds support diverse operations across five divisions: Planning, Zoning, Inspection Services, Housing, and Neighborhood Services. This is a critical leadership opportunity for a results-driven finance professional committed to public service and fiscal excellence.</p> <ul> <li> <p>Serve on CPHD's Leadership team to support the Department Director in establishing and implementing CPHD's vision, mission, and values and strategic priorities across the Department;</p> </li><li> <p>Lead cross-cutting departmental financial initiatives, providing project coordination, and team building to develop comprehensive and inclusive solutions to complex budgetary and financial issues;</p> </li><li> <p>Apply project and change-management experience to identify and implement policy and system enhancements that are consistent with best practices for fund management as well as with local, state, and federal laws and regulations;</p> </li><li> <p>Gather input from divisions for revenue estimates, budget reduction proposals, and budget requests; analyzing economic trends, program needs, and political dynamics to develop budget recommendations aligned with CPHD's mission and County priorities;</p> </li><li> <p>Lead the annual budget and CIP planning process for the Department to include developing the Department's budget and CIP narrative;</p> </li><li> <p>Oversee monthly, quarterly, and year-end financial reporting. monitoring expenditures, revenues, P.O.s, and reimbursements throughout the fiscal year; lead audit preparation and response efforts; identify and mitigate financial risks across all funding sources;</p> </li><li> <p>Oversee purchasing and accounting functions across CPHD; ensure year-end journal entries and any adjustments are timely and accurate; ensure that all fund balances are accurate at year-end; and</p> </li><li> <p>Represent CPHD in various County-wide and state initiatives, committees, and taskforces. and represent CPHD in interdepartmental finance and purchasing groups.</p> </li></ul> <p>The successful candidate will guide department leadership on the utilization of funds and reporting requirements, foster cross-departmental collaboration, and convey financial insights to ensure financial operations support the current and a changing business environment. To facilitate that, they will be a seasoned professional with a holistic perspective and superior communication and budgeting and financial analysis skills.</p> <p>Minimums:</p> <ul> <li>Bachelor's degree in Business, Public Administration, Accounting, Finance, or a related field; and </li><li>Significant and progressively responsible professional experience, which includes finance, planning and administration of publicly funded programs or related work that includes budgeting, accounting and procurement. </li></ul> <p>Substitution: Additional qualifying experience can be substituted for the educational requirement.</p> <p>Desirables: Preference may be given to candidates with a Master's degree or experience in one or more of the following:</p> <ul> <li>Supervising or overseeing the finance work of others; </li><li>Implementing financial principles in an organization, including managing budgeting, finance and purchasing in the public sector; </li><li>Leading finance and regulatory solutions with prior experience in either an enterprise fund or a revolving loan fund; </li><li>Collaborating with diverse stakeholders across all organizational levels; and </li><li>Record of significant innovative accomplishments in a complex organization and/or developing and managing policy-driven projects from conception through implementation. </li></ul> <p>SPECIAL REQUIREMENTS</p> <p>Please note: A complete application includes a resume and a letter of interest.
