All employees within the Office of Inspector General are expected to perform work duties in an objective, unbiased, and independent manner.</p> <p>PRIMARY DUTIES: Under supervision of the Senior Analyst, the Research Analyst will perform advanced research, analysis, and writing duties to include, but are not limited to, the following:</p> <ul> <li>Working with other team members, perform sophisticated analysis of providers' claims data and payment history in support of case assessment and investigative duties, analyzing to detect fraudulent schemes and abnormal patterns. </li><li>Run queries using specialized databases managed by the state's fiscal agent and analyze data relating to cash, food, and health assistance programs. </li><li>Develop specialized claims history analysis to support audit and investigation duties. </li><li>Prepare written reports and supporting documents such as graphs and charts to support analysis. </li><li>Review federal and state laws regarding cash, food, and health assistance programs and develop recommendations for audit or investigation subjects. </li><li>May be called upon to assist in interviews and document collection related to an audit or investigation. </li><li>Receive and complete a variety of assignments that may include reviewing records, charting data and developing layouts of information, and computing a variety of statistical data. </li><li>Assist in the planning, design, and performance of audits and investigations. Drafts detailed audit findings with recommendations for prosecution or administrative actions. Prepares spreadsheets, flowcharts, reports and other documentation for use in support of audit findings. </li><li>Receive a wide variety of assignments, to include reviewing records, charting data and developing layouts of information, and computing a variety of statistical data. </li><li>Participate in audits, reviews, and investigations. </li><li>Testify as a witness in administrative or court proceedings concerning analysis results. </li></ul> <p>Additional duties and responsibilities may be added to the position description at any time. Occasional out-of-state travel for training may be required. A valid driver's license is required when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.</p> <p>Qualifications</p> <p>Minimum Qualifications</p> <ul> <li>Graduation from an accredited four-year college or university with major course work in math, computer science, information technology, economics, finance, business, or related field(s). Professional or technical experience, as deemed by the Inspector General to be sufficient qualification to perform the assigned work, may be substituted for the required college study. </li><li>At least one (1) year of experience in performing complex data collection and analysis. </li><li>Strong proficiency in MS Office (Word, Excel, Outlook) and Adobe Acrobat </li><li>A valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State </li></ul> <p>Preferred Qualifications</p> <ul> <li>Knowledge of cash, food, and health assistance programs </li><li>Audit or investigative experience </li><li>Experience with complex data management systems </li></ul> <p>Post-Offer, Pre-employment Requirements</p> <ul> <li>As a condition of employment, candidate(s) are subject to a pre-employment screening process to include a fingerprint and name-based criminal history records check and reference/background check of past and present employers. The pre-employment screening process will be waived for current OAG personnel who have previously completed the screening requirements. </li><li>In this position you would be authorized access to private information to the extent necessary to perform the assigned duties. Employees of the OAG are required to protect against unauthorized access to such information, ensure the security and privacy of such information, and disclose any anticipated threats or hazards to such information. Employees must be very careful not to release this information to the public or to other individuals, including but not limited to OAG employees who have not been authorized or who do not have a legitimate organizational, departmental, or business need to know. Any questions regarding release of such information to another person should be directed to the employee's supervisor. </li><li>State of Kansas Tax Clearance Certificate. A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the Office of Kansas Attorney General. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer.
