<p>Overview</p> <p>The mission of the Mayor's Office of Housing (MOH) is to make Boston a more equitable and inclusive city where all residents can thrive. MOH oversees programs that create and preserve affordable housing, support homeowners and renters, provide housing and services to homeless individuals and families, and develop city-owned property. MOH seeks to carry out its mission through a lens of promoting diversity, equity and inclusion and addressing the effects of systemic racism in our city.</p> <p>The Boston Home Center (BHC) helps Boston residents purchase, improve, and keep their homes. The BHC offers training, financial help and counseling to first-time homebuyers, guidance and funding for homeowners for home improvements, and counseling to help families avoid foreclosure. The BHC also markets homes developed for income-eligible, first-time homebuyers as well as supports homeowners to decarbonize their homes.</p> <p>Brief Job Description:Under the direct supervision of the Director of the Boston Home Center (BHC), the Assistant Director will be responsible for overseeing the Homeowner Services Unit (HOS), which includes homeowner's home repair programs and services. This position will focus on both new program development and current program enhancement scaling existing initiatives to meet Boston's sustainability and climate action goals.</p> <p>The Assistant Director will also support the city's homeownership goals, particularly through initiatives to electrify and decarbonize owner-occupied 1-4 unit buildings, helping transition these homes to sustainable, green, and healthy properties as part of Boston's vision for carbon neutrality by 2050. The ideal candidate will have strong staff supervisory and project management skills, excellent communication abilities, and a collaborative approach to managing multiple complex projects simultaneously. As the "second in command," the Assistant Director will be expected to represent the BHC and step in for the Director when necessary.</p> <p>Responsibilities</p> <ul> <li>Senior leader is responsible for oversight of all programs and staff in the Homeowner services team in the Boston Home Center. </li><li>Convene staff and coordinate work across the Homeowner Services Unit (HOS) and the Homebuyer Assistance (HBA) Unit when needed. </li><li>Coordinate new program and policy development efforts and make recommendations for approval by the BHC Director and other agency leadership as needed. </li><li>Work with the BHC Director to produce the Division's budget submissions and other budget and finance reports. </li><li>Build and maintain relationships with key stakeholders, including building owners, residents, utility providers (e.g., Mass Save), state and local agencies, and non-profit partners to promote program engagement and drive healthy homes and decarbonization efforts. </li><li>Serve as the primary liaison with Mass Save and other public utility programs, integrating financial incentives and resources into BHC's programs to support energy efficiency and decarbonization. </li><li>Prepares and oversees requests for proposals, service orders, contracts, grant agreements and memorandums of agreement (MOA's) as needed. </li><li>Track program performance and provide data-driven reports to senior leadership, ensuring compliance with funding and regulatory requirements, and evaluating the success of decarbonization strategies. </li><li>Performs public speaking and outreach to publicize homebuyer programs. </li><li>Oversees unit audits. </li><li>Perform other related duties as required by the position. </li></ul> <p>Minimum Entrance Qualifications</p> <ul> <li>At least five (5) years of experience in housing, residential development, architecture, construction, urban planning and/or program management, with at least two (2) years of staff supervisory experience. </li><li>Appropriate educational substitutions may be made. Bachelor's degree in environmental science, energy management, urban planning, or a related field. Advanced degrees or certifications in sustainability or energy management are a plus. </li><li>Proven experience leading energy efficiency programs focused on residential buildings. </li><li>Experience managing diverse stakeholders, including property owners, community leaders, nonprofit organizations, and local government agencies, utilities and other organizations. </li><li>Experience in developing and managing programs, particularly in affordable housing or low income communities. </li><li>Ability to lead organizational shifts towards energy-efficiency. </li><li>Familiarity with public funding programs, such as Mass Save, and other state or federal energy efficiency programs. </li><li>Familiarity with energy audit tools, energy-efficient technologies, and best practices for low-carbon construction and renovation. </li><li>Ability to develop innovative solutions for energy efficiency and sustainable practices in affordable housing. </li><li>Excellent communication skills, with the ability to explain technical concepts to non-technical stakeholders. </li><li>Must have and maintain a valid MA driver's license and willingness to work evenings and weekends throughout the city. </li><li>Demonstrated sensitivity to the needs of diverse populations. </li><li>Working knowledge or experience with Microsoft Office and Google Suite. </li><li>Ability to exercise good judgment and focus on detail. </li><li>Ability to speak and write fluently in Spanish or other non-English language preferred. </li></ul> <p>Boston Residency Required.</p> <p>Please refer to the Salary Information section on the Boston Career Center site for more information on compensation. "Please note that the Mayor's Office of Housing (MOH) employees and their immediate family members are prohibited from buying or leasing City Involved Housing, with the exception of applicants living in City Involved Housing at the time of hire at MOH.
