If managed properly, Indiana's workforce will be second to none and completely prepared for the next phase of the state and country's economic growth.</p> <p>Role Overview:</p> <p>The Workforce Governance and Administration Analyst is a senior member of the Department of Workforce Development's Program Administration & Oversight (PAO) Division's Compliance Team and is responsible for overseeing Workforce Innovation and Opportunity Act (WIOA) governance and fiscal/administrative functions as they are operationalized in the state, including the Local Workforce Development Areas (LWDAs). This position collaborates with PAO leadership to provide strategic oversight and direction to internal and external workforce stakeholders. This position works closely with the Compliance Director and PAO leadership to support regions' internal alignment with foundational governance and administrative documents. The incumbent is responsible for researching various workforce development topics, developing and refining processes and procedures, analyzing federal/state law, reviewing monitoring activities and developing recommendations for improvement, providing technical assistance, and representing the team at events. The incumbent is also responsible for collaborating with other members of Workforce Division and facilitating special projects, as assigned.</p> <p>Salary Statement:</p> <p>The salary for this position traditionally starts at $67,314.00 but may be commensurate with education or work experience.</p> <p>Essential Duties/Responsibilities</p> <p>The essential functions of this role are as follows:</p> <ul> <li>Develop and oversee key WIOA governance processes including, but not limited to, development of Local Plans, Local Workforce Development Board certifications, American Job Center certifications, Memorandums of Understanding; </li><li>Oversee and analyze how fiscal, administrative, and governance monitoring activities are being performed, and make recommendations to better support LWDAs' service delivery systems and DWD Workforce Division's continuous quality improvement initiatives; </li><li>Strategize and collaborate with other workforce programs to develop fiscal/admin component of internal review processes and to support internal audits to assess that DWD's business processes and systems are being implemented as intended; </li><li>Serve as liaison and subject matter expert for internal and external partners on WIOA state and local governance requirements to support transparency and accountability; </li><li>Provide internal and external technical assistance and strategic support related to compliance and governance activities across programs; ; </li><li>Assist with special projects that may arise, including, but not limited to: miscellaneous research projects, development of training materials, grant reviews, federal monitoring, region/local area realignment; and </li><li>Perform other duties as assigned. </li><li>The job profile is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee.
