The DC Office of Contracting and Procurement (OCP) provides contracting services for client agencies and offices in the District. The mission of OCP is to partner with vendors and District agencies to purchase quality goods and services in a timely manner and at a reasonable cost, while ensuring that all purchasing actions are conducted fairly and impartially. OCP manages the acquisition of over $5.7 billion in goods, services, and construction annually on behalf of 78 District agencies. In addition to contracting and procurement services, OCP's Surplus Property Division collects, manages, and reuses District- owned and federal surplus property.</p> <p>OCP's most important resource is our people. Our Procurement Training Institute (PTI) offers thousands of classroom hours each year, which includes educating and training OCP employees on procurement best practices, current laws and regulations and business advisory skills when engaging with District's agencies and the vendor community.</p> <p>OCP is currently seeking to hire Supervisory Contract Specialist to partner with DC Health Services providing supervision and leadership to a multi-disciplinary procurement team with cradle-to-grave procurement actions for a wide range of construction projects, goods, and services.</p> <p>Health Services provides health and wellness services to support the resident's health needs. They provide contractual and procurement services to the following agencies: the Department of Behavioral Health (DBH); the Department of Health (DC Health); and the Department of Healthcare Finance (DCHF)</p> <p>This senior level manager will advises the OCP Director, Deputy Director and the Chief Contracting Officer (CCO), with respect to all contract and procurement issues and the nature of corrective actions; including assisting the CCO with the development, preparation and administration of the annual budget for the office and recommending the most cost-effective and efficient strategies to accomplish the objectives of the office. Mastery knowledge of creative contracting techniques, negotiation strategies and project management skills, thorough understanding of administrative inter-relationships in public sector organizations; strong knowledge of computer systems and their application to the contract and procurement management processes; and demonstrated leadership and problem-solving abilities. Comprehensive management skills and experience in planning, organizing, directing and controlling contract and procurement functions.</p> <p>Duties and Responsibilities</p> <p>The Supervisory Contract Specialist will manage and supervise a team of Contract Specialists and direct the development, coordination, facilitation, management, and planning of the annual acquisition of goods and services through contracts and procurement. In addition, the incumbent advises the Director of OCP and the Chief Contracting Officer (CCO), with respect to all contract and procurement issues and the nature of corrective actions, including assisting the CCO with the development, preparation, and administration of the annual budget for the office. Specifically, the incumbent of this position will perform the following:</p> <p>Plans acquisitions and determines acquisition strategies; Conducts analyses of requirements; Coordinates and advises senior level program office personnel on the submission of procurement documents such as specifications and statements of work, in-house cost estimates; Government versus contractor performance analyses, Justifications for Other than Full and Open Competition (JOFOC); and Coordinates and participates in the rewriting of statements of work and specifications.</p> <p>Develops individual procurement strategies and prepares solicitations; Determines methods of acquisition, contract types and creates the Request for Proposal/Quotations or invitation for bids; Prepares, obtains reviews and approvals for, and issues procurement plans, wage determination requests, all other pre-solicitation and solicitation documents; Issues and publicizes solicitations; Conducts industry briefings, site visits and pre-proposal conferences; and Responds to inquiries relating to acquisitions; and controls the distribution of solicitations to eligible offerors.</p> <p>Qualifications and Education</p> <p>Demonstrated experience as a manager\supervisor vested with the authority to direct the work of an organization, is held accountable for the success of specific business unit; responsible for supervision of staff, monitoring and evaluating the progress of an organization toward meeting goals, and making adjustments in objectives, work plans, schedules and commitment of resources.</p> <p>Completion of all mandatory training prescribed by the head of the agency for progression to CS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least one (1) year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position.</p> <p>and</p> <p>A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.</p> <p>Proof of Education: Candidates MUST provide proof of education in order to advance through the selection process. To expedite the review of your application materials, upload a copy of your COLLEGE TRANSCRIPT(S) that demonstrates possession of the required educational credential(s) listed above.</p> <p>Licenses and Certifications</p> <p>Supervisory Contract Specialists in this grade will be required to achieve the Office of Contracting and Procurement's Tier I District Procurement Certification (OCP-DPC I), Tier II District Procurement Certification(OCP-DPC II), Tier III District Procurement Certification (OCP-DPC III) within one (1) year of hire. The Chief Procurement Officer has the authority to waive this requirement.</p> <p>Desired Certifications: Certified Professional Contracts Manager (CPCM); Certified Federal Contracts Manager (CFCM); Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 or 3; or Federal Acquisition Certification in Contracting (FAC-C) Level 2 or 3.</p> <p>Working Conditions/Environment</p> <p>The work is sedentary, but there is some walking required.</p> <p>Other Significant Facts</p> <p>Tour of Duty: Monday - Friday: 8:30 am - 5:00 pm (negotiable)</p> <p>Pay Plan, Series, Grade: MS-1102-15</p> <p>Promotion Potential: No Known Potential</p> <p>Collective Bargaining Unit: (Non-Union): This position is not in a collective bargaining unit.</p> <p>Duration of Appointment: Management Supervisory Service (MSS).</p> <p>MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.</p> <p>Vacancy: One (1)</p> <p>Servicing Agency: 441 4th Street, NW, Washington, DC</p> <p>This announcement is for both current and future vacancies.</p> <p>Salary: Target starting salary is set at the midpoint of the MSS pay scale, with final compensation determined in accordance with DPM compensation rules and based on the candidate's education and experience, including internal applicants.</p> <p>Position Security Designation: These positions have been deemed Security-Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, applicants must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.</p> <p>Emergency Designation: This position is designated as an Emergency position. As an Emergency Employee, and when directed to do so, you are required to either report to work, stay at work or telework during a declared emergency or during a period of non-emergency when your duties have been deemed critical to District government operations. As an Emergency Employee, you are required to adhere to the Emergency Employee policies set forth in Chapter 12, sections 1271 and 1274 of the District Personnel Manual.
