<p>Description & Requirements</p> <p>Maximus is seeking a highly experienced Program Manager to lead and oversee a complex, multi-task digital modernization program supporting the DOW. This role is responsible for end-to-end program execution across data, analytics, artificial intelligence (AI), cybersecurity, and product development, ensuring delivery excellence, compliance, and alignment with mission priorities.</p> <p>The ideal candidate brings a strong blend of program management rigor, technical fluency, and government contracting experience, and is comfortable operating in fast-paced, high-security environments with senior government stakeholders. Domestic and international travel may be required.</p> <p>This role is onsite and requires a TS/SCI security clearance.</p> <p>Maximus TCS (Technology and Consulting Services) Internal Job Profile Code: TCS237, M4, Band 8</p> <p>Job-Specific Essential Duties and Responsibilities:</p> <p>Program & Contract Management</p> <ul> <li>Provide overall leadership and management of all contractor activities in accordance with the scope. </li><li>Serve as the primary interface with Government stakeholders including the contracting officers and mission partners. </li><li>Manage cost, schedule, and performance across multiple simultaneous task areas and projects. </li><li>Ensure compliance with FAR and DOW policies, and contractual reporting requirements. </li><li>Oversee subcontractor performance and integration, as applicable. </li></ul> <p>Planning, Reporting & Governance</p> <ul> <li>Develop, maintain, and execute the Project Management Plan (PMP), including WBS, risk management, communications, and quality management approaches. </li><li>Lead project kickoff meetings, monthly technical status meetings, and recurring program reviews. </li><li>Prepare and deliver Monthly Status Reports (MSRs) covering progress, risks, staffing, financials, milestones, and Government actions required. </li><li>Implement and manage a Task Order Management Portal, including dashboards, metrics, financial tracking, and artifact management. </li><li>Ensure accurate service contract reporting and timely submission of required government reports. </li></ul> <p>Financial & Resource Management</p> <ul> <li>Track program funding, burn rates, CLIN-level costs, and invoicing status. </li><li>Manage and approve Travel Authorization Requests (TARs) and Requests to Initiate Purchase. </li><li>Forecast staffing needs and maintain continuity through proactive workforce planning and transition management. </li></ul> <p>Technical Program Oversight</p> <ul> <li>Coordinate execution across task areas including: </li><li>Data management, governance, and engineering </li><li>Data science and advanced analytics </li><li>AI/ML development and experimentation </li><li>AI product management </li><li>AI cybersecurity and risk management framework/ Assessment and Authorization activities </li><li>Ensure technical teams adhere to DOW and Responsible AI policies and standards. </li><li>Translate mission needs into executable plans and priorities for multidisciplinary technical teams. </li></ul> <p>Quality, Risk & Transition Management</p> <ul> <li>Develop, implement and maintain a Quality Management Plan (QMP) to ensure consistent, high-quality delivery. </li><li>Identify program risks early and develop mitigation strategies. </li><li>Plan and execute Transition-In and Transition-Out activities to ensure uninterrupted mission support and effective knowledge transfer. </li></ul> <p>Job-Specific Minimum Requirements:</p> <ul> <li>Bachelor's degree in Business, Engineering, Computer Science, or a related field (Master's preferred). </li><li>10+ years of program or project management experience, including at least: </li><li>5+ years supporting DoD or IC customers </li><li>PMP, PgMP, or DAWIA Level III (or equivalent) certification. </li><li>Experience managing large, complex technical programs. </li><li>Demonstrated experience managing cost-plus or hybrid government contracts. </li><li>Strong understanding of program management best practices (PMP, WBS, risk management, schedule control). </li><li>Experience leading cross-functional teams in secure, regulated environments. </li><li>Proven ability to communicate effectively with senior government and industry stakeholders. </li><li>Familiarity with data, analytics, AI/ML, or software-intensive programs (technical depth not required but technical fluency is). </li></ul> <p>Preferred Skills and Qualifications:</p> <ul> <li>Knowledge of AI/ML development lifecycles. </li><li>Risk Management Framework, Assessment and Authorization, and DevSecOps practices. </li><li>Data governance and enterprise analytics. </li><li>Experience implementing program dashboards or management portals. </li><li>Prior responsibility for transition-in/transition-out on complex geographically dispersed contracts. </li><li>2 years of continuous experience, within the past 5 years, managing complex DOW IT projects with multiple domestic and international locations. </li></ul> <p>#techjobs #clearance #veteransPage</p> <p>Minimum Requirements</p> <p>TCS237, M4, Band 8</p> <p>EEO Statement</p> <p>Maximus is an equal opportunity employer.
