<p>This class researches, designs, implements, reviews, evaluates, updates, and maintains a specific function, serving as a subject matter and project expert. Acting in a supervisory capacity for the unit under the direction of the HR Director, they ensure that assigned program functions meet all applicable laws, regulations, and policies and administrative rules; provides professional assistance to leadership and staff in areas of expertise; fosters cooperative working relationships; and performs other duties as assigned. This position requires discretion to work with confidential and sensitive issues on a regular basis.Coordinates, reviews and administers human resource programs in assigned area of responsibility, including monitoring and evaluating program policies and standards.</p> <p>Serves as a liaison between Human Resources and other departments. Provides information and advice on human resources issues, ensuring compliance with applicable policies and procedures; investigates, mediates, and resolves employee complaints and allegations.</p> <p>Represents the agency or department Countywide; participates in/on a variety of committees, teams, and meetings; serves as a liaison to external agencies.</p> <p>Performs confidential research related to human resources issues; compiles and evaluates data and makes recommendations to appropriate individual(s).</p> <p>Conducts special projects such as preparing reports, conducting job analyses/audits, coordinating the installation of software packages, conducting special studies, and/or performing other related activities; prepares reports summarizing findings and makes appropriate recommendations.</p> <p>Prepares and presents reports related to projects and areas of responsibility.</p> <p>Reviews and revises County policies and procedures; conducts research on changing trends in human resources programs.</p> <p>Participates in the development of services and/or programs in assigned area of responsibility; conducts needs assessments; makes recommendations based on findings.</p> <p>Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.</p> <p>Functions directly under HR Director and is the supervisor in charge when HR Director is out of the office.</p> <p>Performs other duties of a similar nature or level.</p> <p>Classification and Compensation assignments may be:</p> <ul> <li>Receiving and analyzing requests for position studies, reclassifications, class specification revisions, pay level changes, and/or other related information; </li><li>Analyzing jobs utilizing PDQs and/or other prescribed methods; </li><li>Collecting, reviewing, and analyzing salary data; </li><li>Responding to salary survey data and requests; </li></ul> <p>Recruitment assignments may be:</p> <ul> <li>Developing pre-employment examination plans; </li><li>Evaluating pre-employment and/or applications for open positions; </li><li>Maintaining applicant tracking system; </li><li>Representing the ECSO at job fairs; </li></ul> <p>Bachelor's Degree in Business Administration, Public Administration, Human Resources, or related field AND five (5) years of experience in Human Resources; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.</p> <p>Licensing Requirements (positions in this class typically require):</p> <ul> <li>PHR or SHRM-CP Certification Preferred </li><li>Valid Drivers License </li></ul> <p>Knowledge (position requirements at entry):</p> <ul> <li>Human resources principles and practices in assigned area of responsibility; </li><li>Applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes; </li><li>Research methodologies; </li><li>Statistical methods; </li><li>Employee relations principles and practices; </li><li>Customer service principles; </li></ul> <p>Skills (position requirements at entry):</p> <ul> <li>Conducting studies and preparing sound recommendations; </li><li>Analyzing and interpreting policies and procedures; </li><li>Preparing written reports and business correspondence; </li><li>Using computers and related software applications; </li><li>Maintaining confidentiality; </li><li>Speaking in public; </li><li>Interpreting and applying applicable laws, rules, and regulations; </li><li>Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and making recommendations in support of goals; resolving conflict; </li><li>Mediating difficult situations; </li><li>Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction; </li></ul> <p>Positions in this class typically require:</p> <p>Reaching, standing, walking, fingering, grasping, talking, hearing, seeing and repetitive motions.</p> <p>Light Work: </p> <p>Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.
