Pay ranges are listed as hourly for non-exempt employees and based on assumed full time commitment for exempt employees.</p> <p>Minimum - Midpoint - Maximum</p> <p>$96,137.00 - $110,510.00 - $130,728.00</p> <p>Job Description:</p> <p>Location: Onsite; Office in Springfield MA but this position covers all of Baystate Health so traveling to all sites is required.</p> <p>Schedule: 40hr; fulltime; Salaried position with oncall required</p> <p>The Manager of Emergency Management oversees the Emergency Management programs for Baystate Health (BH). The Manager of Emergency Management will maintain and update the master Emergency Management Plan for both internal and external event responses and structure. Ensures emergency prevention and preparedness measures are implemented to maintain a high level of training and emergency response skills for the work force, while satisfying regulatory requirements. The Manager of Emergency Management will collaborate with various community boards and organizations to ensure effective emergency preparedness as well as identify grant opportunities (and other financial resource opportunities), prepares and file applications, as appropriate, to help fund the BH Emergency Management Program. The Manager of Emergency Management will also represent BH at emergency management meetings with external agencies at local, regional, and state levels; including Western Massachusetts Hospital Emergency Preparedness Committee (WRHEPC), Region 1 Health and Medical Coordinating Coalition (HMCC), and Western Region Homeland Security Council and Local Emergency Planning Committee.</p> <p>Work efforts will focus on development, preparation, and conducting of education to BH staff and medical providers and provide support for the implementation and ongoing education of the BH Hospital Incident Command System (HICS) throughout the organization, and the key elements of the Emergency Management Plan. The Manager Emergency Management will coordinate BH Emergency Response team which may include a HAZMAT Team and will ensure drills are conducted and critiqued with regular frequency to ensure ongoing facility readiness (including annual execution of Emergency Preparedness drills, including a coordinated response with local emergency services teams). The Manager of Emergency Management understands and leads BH to accreditation and regulatory goals under his/her scope in the areas of emergency response and safety so that is addressed by appropriate Department leaders. The Manager of Emergency Management will chair the BH Emergency Preparedness Committee and coordinate internal communications regarding Emergency Management activities, including use of electronic databases and online resources. Ensures completion of periodic Hazard Vulnerability Analysis (HVA) at Baystate Medical Center, Baystate Franklin Medical Center, Baystate Wing Hospital and Baystate Noble Hospital by a multidisciplinary group and uses this analysis to guide Emergency Preparedness efforts.</p> <p>The Manager of Emergency Management will be responsible for the management, leadership and daily operations of the Office of Emergency Management. The Manager is responsible for establishing proven methods of crisis planning and response to support Baystate Health's commitment to the safety of our patients, guests, physicians and staff. The Manager has a direct reporting relationship to the Chief Operating Officer, Baystate Medical Center/Vice President Operations, Baystate Health.</p> <p>This position will work closely with other leadership positions throughout the organization and must have a strong ability to work as a team member and communicate effectively at all levels throughout the organization in order to effect the successful completion of the short and long term objectives of Baystate Health.</p> <p>The ideal candidate will have a strong working knowledge of employee engagement practices, management practices, process improvement, diversity, as well as the ability to support the organization's mission and operating principles.</p> <ul> <li>MANAGEMENT / OPERATIONS: Oversight responsibility for the Office of Emergency Management at Baystate Medical Center. Incorporates operational practices that include LEAN principles, and staff engagement to deliver and meet/exceed quality, safety, financial, and patient/family experience targets. Strategically utilizes local, regional and national benchmarks and networks to advance services. </li></ul> <p>Responsible for the Baystate Health Administrator on Call program. The responsibilities include training/education, creating and maintaining call schedule and coordination of meetings to ensure continuity planning.</p> <p>Supports and promotes access to services (schedules of staff and equipment), development and oversight of policies and procedures, equipment maintenance/service and vendor relationships, and overall operating efficiencies.</p> <p>Establishes and maintains an environment/culture that is committed to promotion of the BH operating principles, high standards of quality care, patient safety, and customer service.</p> <ul> <li>STRATEGIC / BUSINESS DEVELOPMENT: Collaborates with senior leadership team, medical leadership, and staff to develop strategic priorities and plans to implement new programs/services, manage expenses, and grow revenue and contribution margins. Forecast emerging technologies necessary to ensure readiness of the Office of Emergency Management. Establish and maintain strong/positive relationships with physicians and their office staff, vendors, and other department staff throughout the hospital in order to promote services, address critical issues, attract and retain customers, and ensure communication of new technologies/services, successes, improvement initiatives, and department needs. Manage customer service and service recovery efforts as necessary; train and oversee staff to handle situations directly and appropriately </li></ul> <p>Grant Writing - Complete comprehensive organizational planning process with stakeholder that incorporates strategic planning. Actively seek/discover and secure Emergency Management program funding via local, state, federal and private grants for both emergency and permanent work.</p> <ul> <li> <p>QUALITY & PERFORMANCE IMPROVEMENT: Establishes and monitors quality assessment and improvement plan to assure professional and technical competence, as well as the efficiency and effectiveness of operational systems. Maintains a quality control program to monitor personnel qualifications, training, performance, equipment and facilities. Maintains and promotes expertise in Lean, process flow design, efficiency, and performance improvement relative to Emergency Preparedness.</p> </li><li> <p>COMPLIANCE / REGULATORY: Assures compliance with TJC, DPH, OSHA, and various regulatory agency standards, laws and regulations for Emergency Management; including writing and revising emergency preparedness policies as well as communicating them to BH team members, and others.</p> </li><li> <p>HUMAN RESOURCES: Leads, mentors and coaches subordinate managers and supervisors, to ensure effective systems and processes are in place for staff planning, talent acquisition, engagement, retention, performance & conflict management, and professional development. Reviews and approves disciplinary action and/or terminations under the guidance of HR. May direct the investigation and resolution of complaints or other staffing problems. As a successful mentor and motivator, effectively develops current and future leaders. Collaborates effectively with BH team members, stakeholders and others.</p> </li><li> <p>Emphasizes elements of operational excellence: the achievement of high value (high quality at low cost), extraordinary service and cultivation of highly effective teams.</p> </li><li> <p>Promote and support a Culture of Safety throughout Baystate Health, serving as a conflict resolution mentor and system wide coach.</p> </li></ul> <p>Minimally Required Education:</p> <p>Bachelors of Science in Safety, Industrial, Environmental Health, Public Health, Emergency Management or related</p> <p>Preferred Masters Degree:</p> <p>Emergency Management, MHA, MPH, MBA or relate</p> <p>Minimally Required Experience:</p> <p>4 years of recent experience in workplace environmental safety and/or emergency management required.</p> <p>3 years experience in hospital safety or emergency preparedness required.</p> <p>Prior experience in emergency preparedness including strategic planning for disasters and other risks to the community, and coordination of hospital incident command center operations required.</p> <p>Or equivalent combination of education and/or experience</p> <p>Preferred Experience:</p> <p>2 years Manager level experience preferred.</p> <p>Completion of the following FEMA courses: IS 100, 200, 300, 400, 700 and 800 required within 3 months of hire</p> <p>Skills/Competencies:</p> <p>Must have demonstrated knowledge of Emergency Management operations, skilled team facilitator, negotiator with vendors, excellent written and verbal communication skills, computer and software skills: Word, Excel and PowerPoint. Experience with various software such as Cerner.</p> <p>Ability to communicate effectively, both orally and in writing.</p> <p>Ability to develop business plans and strategies.</p> <p>Ability to establish the strategic direction and business plans for a functional group.</p> <p>Ability to manage complex projects and resources (people, costs, time).</p> <p>Ability to strategize, plan and implement change.</p> <p>Ability to understand Contractual Agreements.</p> <p>Ability to work effectively both as a team player and leader.</p> <p>Knowledge and understanding of financial and statistical activity reports.</p> <p>Knowledge of principles and practices of organization, administration, fiscal and financial Servant leadership in line with our core values of Respect, Integrity, Teamwork, and Lifelong Learning.
