<p>Job Responsibilities</p> <p>Careers at SCDES: Where Passion Meets Preservation</p> <p>Do you love South Carolina and protecting the environment?</p> <p>Come join our team at SCDES, put your passion to work with us!</p> <p>We are dedicated to protecting the state of South Carolina and we would love to have you as a member of our team!</p> <p>Science | Service | Sustainability</p> <p>Under limited supervision the State Revolving Fund Program Manager provides technical and managerial oversight to all Clean Water State Revolving Fund (SRF) and Drinking Water SRF projects for SCDES, which includes overseeing staff and interfacing with the SC Rural Infrastructure Authority (RIA) and Environmental Protection Agency (EPA). Ensure that all SRF projects comply with applicable federal requirements, including Build America, Buy America (BABA), American Iron and Steel (AIS), Davis-Bacon Wage Determinations, and Disadvantaged Business Enterprises. Ensure that environmental reviews are conducted and construction permits are issued per state regulations and federal and state law. Provide assistance to Division Director with other activities.</p> <p>Responsibilities:</p> <ul> <li>Oversee daily operation of the project management responsibilities of the SRF program including supervising, training, and coaching project management staff and developing, updating, and implementing SRF policies and procedures in coordination with SCDES and RIA staff. </li><li>Perform technical reviews and approve preliminary engineering reports and construction plans and specifications, review and approve construction bid documents, provide oversight of projects during construction, and review and approve change orders and draw requests. </li><li>Assist project management staff in resolving issues related to meeting all federal and state requirements for individual projects, including BABA, AIS, and Davis-Bacon wage determinations. </li><li>Provide technical assistance to public officials, members of the public, consulting engineers, SCDES staff, and other state agencies. Participate in state and local conferences and workshops to promote the program. </li></ul> <p>Minimum and Additional Requirements</p> <p>A master's degree in the natural or physical sciences, public health or related technical field and five (5) years of environmental experience; or a bachelor's degree in the natural or physical sciences, public health or related technical field and six (6) years of environmental experience.</p> <p>Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.</p> <p>Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.</p> <p>Applicants indicating college credit or degree(s) on the application are encouraged to upload an unofficial copy of the transcript as an attachment to the application.
