The ideal candidate will manage all phases of critical facility-related projects.</p> <p>This involves managing multiple concurrent projects, facilitating clear decision-making among stakeholders,</p> <p>and navigating the complexities of construction regulations and procurement processes. Responsibilities</p> <p>range from solving job-site challenges to developing long-range strategic plans and projects.</p> <p>Typical Functions</p> <ul> <li>Plan, develop, and implement agency projects by coordinating resources, defining scope, </li></ul> <p>establishing timelines, and monitoring progress against state/agency deadlines and budgets while</p> <p>making necessary scope adjustments.</p> <ul> <li>Support the acquisition, construction, maintenance, repair, and operation of real property </li></ul> <p>facilities, ensuring alignment with agency policy and mission requirements.</p> <ul> <li>Plan, direct, control, and coordinate architectural and engineering activities, establishing essential </li></ul> <p>functional elements for effective and economical operations. Review drawings, sketches, and</p> <p>specifications for technical adequacy, constructibility, and maintainability.</p> <ul> <li>Complete planning and programming of total requirements for facilities maintenance, repair, and </li></ul> <p>construction, including financial management of facility programs, annual budget compilation, and</p> <p>project capitalization.</p> <ul> <li>Serve as a liaison between stakeholders, partners, vendors, and users, developing and </li></ul> <p>implementing communication and changing management plans. Participate as a technical</p> <p>consultant and government representative in conferences with Architectural-Engineering firms.</p> <ul> <li>Establish and maintain record drawings, related files, and technical engineering/architectural </li></ul> <p>processes and criteria.</p> <ul> <li>Direct changes to ensure technically accurate layouts, designs, specifications, and cost </li></ul> <p>estimates.</p> <ul> <li>Utilize project management tools for task tracking, status reporting, financial tracking, and </li></ul> <p>resource utilization reporting. Maintain comprehensive project information, including objectives,</p> <p>specifications, and schedules.</p> <ul> <li>Manage and assist the purchase request process coordinating with resource adivosor and state </li></ul> <p>contracting office.</p> <p>Level Descriptor</p> <p>Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others.</p> <p>This level requires comprehensive knowledge and demonstrated application of project management</p> <p>methodologies and techniques. Incumbents independently manage complex projects involving</p> <p>significant financial resources and impacting critical facility operations. These projects often involve</p> <p>multiple stakeholders across various departments, external agencies, and vendors. Responsibilities</p> <p>include developing comprehensive project plans encompassing scope definition, scheduling, budgeting,</p> <p>risk assessment, and resource allocation.</p> <p>Knowledge, Skills, Abilities and Competencies</p> <p>Comprehensive knowledge of project management methodologies and techniques, including planning,</p> <p>scheduling, budgeting, risk management, and scope management. Thorough understanding of</p> <p>architectural and engineering principles, standards, and best practices related to facility design,</p> <p>construction, maintenance, and repair. Familiarity with real property acquisition, construction,</p> <p>maintenance, repair, and operational processes, including relevant policies, regulations, and codes.</p> <p>Understanding financial management principles, budgeting processes, project capitalization, cost</p> <p>estimation, and expenditure tracking. Knowledge of government contracting processes, and procurement</p> <p>regulations. Ability to develop detailed project plans, define project scope, establish timelines, allocate</p> <p>resources, and monitor progress against deadlines and budgets. Ability to review architectural and</p> <p>engineering drawings, sketches, and specifications for technical accuracy, constructability, and</p> <p>maintainability. Ability to effectively communicate with diverse stakeholders, including internal teams,</p> <p>external partners, vendors, and users.</p> <p>Education and Experience</p> <p>A bachelor's degree in engineering or architecture is preferred. Candidates must possess a bachelor's</p> <p>degree in one of the following fields: business administration, computer science, information systems</p> <p>management, public health, or a related scientific or technical discipline, and five years of demonstrated</p> <p>experience in project management.
