Yes</p> <p>County Albany</p> <p>Street Address 99 Washington Avenue</p> <p>City Albany</p> <p>StateNY</p> <p>Zip Code12231</p> <p>Duties Description The Coastal Resources Specialist 1 duties in the Office of Planning, Development & Community Infrastructure will include but are not limited to the following:</p> <ul> <li>Prepares and monitors the implementation of Local Waterfront Revitalization Program (LWRP) projects to ensure compliance with State and federal laws. </li><li>Evaluates proposed federal and other State agencies actions for consistency with the State's coastal policies. </li><li>Advises municipalities on developing and financing waterfront projects, preparing special land and water use regulations for waterfront areas, obtaining State and federal permits for waterfront projects, and developing management programs for watersheds and other areas with high coastal resource values. </li><li>Develops and monitors projects, activities, and programs to implement coastal policies dealing with shore erosion, flooding, non-point pollution, fish and wildlife habitat restoration, urban waterfront redevelopment, public access, scenic quality or harbor management. </li><li>Assists in developing regional coastal management plans. </li><li>Reviews funding applications for LWRP projects and makes appropriate recommendations to higher-level Coastal Resources staff. </li><li>Conducts on-site visits, as needed, to monitor contracts and review projects. </li><li>Provides Geographic Information Systems (GIS) support within the office and to municipalities. </li></ul> <p>Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:</p> <p>Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.</p> <p>A list of titles approved for transfer is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/.</p> <p>NY HELPS</p> <p>This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).</p> <p>For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.</p> <p>At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.</p> <p>NON-COMPETITIVE MINIMUM QUALIFICATIONS:</p> <p>The minimum qualifications for Non-Competitive appointment are:</p> <p>Coastal Resources Specialist Trainee 1:</p> <p>A bachelor's or higher degree.</p> <p>Coastal Resources Specialist Trainee 2:</p> <p>A bachelor's degree and one year of professional experience managing and planning and construction projects undertaken by waterfront communities and local organizations to advance economic development and protect natural resources.</p> <p>Coastal Resources Specialist 1:</p> <p>A bachelor's degree and two years of professional experience managing and planning and construction projects undertaken by waterfront communities and local organizations to advance economic development and protect natural resources.</p> <p>If a degree and/or credit hours are listed, please forward your transcripts with your resume and cover letter.</p> <p>It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume.
