<p>Office of Energy - Data Division</p> <p>The Data Division is responsible for the prevention of waste of oil and gas underground (in the reservoirs in which it accumulated), in storage and in transportation and is responsible for the protection of property rights of all persons concerned or affected thereby insofar as those rights relate to oil and gas exploration and exploitation in the state of Louisiana.</p> <p>LOCATION AND POSITION INFORMATION:</p> <p>This Mineral Production Analyst 1 or 2 is located in the Data Division within the Office of Energy in Baton Rouge, LA. </p> <p>This position is responsible for audit/analysis work consisting of the review, correction, and input of Application for Permit to Drill and Amended Permit to Drill, completion/re-completion reports and fee assessments.</p> <p>An ideal candidate should possess the following competencies:</p> <ul> <li>Accepting Direction: The ability to be open and willing to follow guidance or instructions. </li><li>Communicating Effectively: The ability to convey information, ideas, and emotions using structured communication methods that promote understanding and engagement. </li><li>Following Policies and Procedures: The ability to follow, reinforce, adapt, or develop policies and procedures to maintain compliance with federal and state legal requirements, State Civil Service rules, and organizational policies. </li></ul> <p>Three years of experience in mineral analysis; OR</p> <p>Six years of full-time work experience; OR</p> <p>A bachelor's degree.</p> <p>EXPERIENCE SUBSTITUTION:</p> <p>Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.</p> <p>The official job specifications for this role, as defined by the State Civil Service, can be found here.</p> <p>Job Duties:</p> <p>This position is responsible for audit/analysis work consisting of the review, correction, and input of Application for Permit to Drill and Amended Permit to Drill, completion/re-completion reports and fee assessments. Additional duties include, but are not limited to the following:</p> <ul> <li>Audits, analyzes, and evaluates application for Permit to Drill for Minerals and accompanying location plats verifying completeness and accuracy of data shown thereon; </li><li>Independently performs a comprehensive audit of all completion / re-completion reports and Application to Amend Permits to Drill verifying category codes and to assign new codes; </li><li>Assigns state serial number and US well number to Application for Permit to Drill for Minerals when processed; </li><li>Assists in determining that financial security requirements as promulgates by LAC 43:XIX.104 are in effect prior to processing Applications for Permit to Drill and Amended Permit to Drill; </li><li>Assists in auditing applications of Amended Permits to Drill for Minerals to insure that proper feeds have been paid; </li><li>Assist Petroleum Scientist Manager and engineering staff in solving complex problems with industry concerning Amended Permits to Drill, confers and corresponds with E&P company personnel to present findings, resolve problems, and explain reporting requirements, and assigns data control coding for Application to Amend Permit to Drill Minerals; </li><li>Interfaces with Production Audit Section to ensure proper reporting of production and movement of oil and gas; </li><li>Serves as support to the Department of Children and Family Services (DCFS) during times of emergency activation to assist with ESF-6 operations including, but not limited to, shelter operations, evacuee registration and tracking, and Disaster Food Stamp Program operations; </li><li>Performs all other duties as assigned. </li></ul> <p>Position-Specific Details:</p> <p>Appointment Type: Probational</p> <p>Career Progression: This position does participate in a Career Progression Group Mineral Production Analyst 1, 2.</p> <p>Work Schedule: Work hours are flexible.</p> <p>Compensation: The salary offered will be determined based on qualifications and experience. </p> <p>This vacancy is being announced as a classified position and is open to all qualified applicants. This position requires the selected applicant to serve a minimum probationary period of twelve (12) months. A current, permanent status state employee may be required to accept a probational appointment in lieu of promotion.
