This role is responsible for the technical and financial oversight of critical state water infrastructure and regulatory programs.</p> <p>Core Responsibilities</p> <p>Unit Leadership: Direct all supervisory activities for the Municipal Programs Unit.</p> <p>Financial Management: Oversee the Clean Water State Revolving Fund (CWSRF), including the development and implementation of municipal project financing and Federal EPA Clean Water SRF grant programs.</p> <p>Regulatory Oversight: Manage the Kansas Biosolids Program and the Wastewater Certified Operator position.</p> <p>This position plans, organizes and directs the statewide activities of the Municipal Programs Unit, which is responsible for reviewing and approving plans, specifications and completed construction of Clean Water State Revolving Fund (CWSRF) federal and state laws and regulations municipal and commercial wastewater facilities. This position will be an oversee engineering position, as well as environmental position.</p> <p>This position supervises the wastewater operator certification program and the Environmental; Regulatory Compliance Specialist position that oversees the wastewater operator certification program. The program began in 1975 because of laws passed by the Kansas Legislature. The law requires all publicly owned wastewater treatment facilities to be under the supervision of an operator certified by KDHE. The Legislature realized that proper operation of these facilities was essential to protect the health and environment of Kansans. The operator certification program is administered through KDHE and provides five certification levels for wastewater operators. The wastewater operator certification program oversees and develops wastewater operator training program and certification exams. Ensures that Operator Certification Program complies with all State and Federal rules and regulations. Develop new and updated program regulations to ensure operators remain current and consistent with new technologies that are protective of public health and the environment. Jointly oversees all aspects of Annual Operator School including program development, acquisition of instructors and evaluation of the curriculum. Maintains operator certification database. Establishes and oversees the Operator Certification Advisory Committee.</p> <p>This position supervises wastewater technical assistance contracts, including Kansas Rural Water Association contract and the Wichita State University contract. These contracts cover technical assistance for different types of wastewater processes. KDHE relies on our Technical Assistance contracts to address effluent and reporting violations, nutrient reduction and collection system issues.</p> <p>Job Responsibilities may include but are not limited to the following:</p> <p>Administer of the Clean Water State Revolving Fund (CWSRF) loan program for municipal wastewater system funding (Kansas Water Pollution Control Revolving Fund - KWPCRF). Assists municipalities to schedule and engineer projects, supervise efforts to provide funding to approve engineering plans associated with the projects. Supervise the payments processing to loan recipients for the Clean Water SRF. Assure projects conform to current Federal and State law and regulatory requirements, supervise staff efforts to conform KWPCRF funded projects to these requirements. Manages cash flow of SRF program, in conjunction with DAAR - DOA and KDFA, to assure funds are readily available for payments to municipalities. Manages outreach with municipalities and other funding agencies.
