<p>General Summary & Essential Responsibilities</p> <p>Join our team as an Engineering Inspector, where you'll take the lead in ensuring the County's construction projects are built to last. You'll inspect work in progress, review plans, and ensure every project meets strict codes and regulations. With your technical know-how and independent decision-making, you'll ensure quality and safety every step of the way. This is your chance to make a lasting impact while working on exciting, high-visibility projects!</p> <p>JOB SUMMARY</p> <p>Performs technical work inspecting a variety of engineering construction and design projects for the County. Inspects work in progress and reviews plans and specifications to ensure compliance with local and state codes and regulations. Work is generally performed alone and requires the exercise of independent decision-making, technical discretion, and judgment. Requires considerable knowledge of bridge, road, and drainage construction procedures and materials for the Public Works Department and knowledge of utility line and/or utility plant construction procedures and materials for the Utilities Department.</p> <p>ESSENTIAL JOB FUNCTIONS</p> <ul> <li>Inspects public right-of way, utility or other construction projects: checks grade plan for proposed construction; checks sub-grade base, prime coat and surface asphalt to ensure compliance with applicable standards; monitors traffic safety; informs contractor of findings; and makes required reports to superior. </li><li>Assists and coordinates work with contractors, engineers, and other County departments regarding contracted projects: checks layout and grades of pipes and structures; checks materials and required materials tests as job progresses; reports results to contractor and supervisor; develops as-built drawings; and enters approved data into computer system. </li><li>Ensures accuracy and accountability for monthly pay requests. </li><li>Inspects work pertaining to drainage for subdivision or roads; may design and stake out areas for grade work; inspects gradient and construction of sidewalks; inspects driveways for compliance with regulations; inspects utility installations to verify permit and compliance; inspects concrete, making slump tests; and takes samples of construction materials for laboratory tests. </li><li>Reviews plans and specifications for permit approval, technical accuracy, discrepancies, and cost saving efficiencies. </li><li>Observes pressure tests, manhole vacuum tests, bacteria sample tests, infiltration and exfiltration tests, lift station start-ups, TV inspections, etc. </li><li>Investigates complaints and requests concerning improper road, bridge, drainage and excavation conditions, encroachments to the public right-of-way, illegal hours of operation, excessive noise and traffic conditions, or other issues. </li><li>Maintains field log of daily events, including number of persons, equipment and material on site, measurements taken, tests performed, deficiencies, etc. </li><li>Provide exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication. </li></ul> <p>Min. Education, Licenses and Certifications</p> <p>Education and Experience:</p> <p>An equivalent combination of relevant training, education and experience:</p> <ul> <li>High school diploma or equivalent, supplemented by vocational or technical training in civil engineering, construction. </li><li>Five (5) years of experience in utility and road construction, and inspection. </li></ul> <p>Licenses and/or Certificates:</p> <ul> <li>Must maintain a valid driver's license. </li><li>Depending on area of assignment, may be required to possess and maintain the following certifications: </li><li>Intermediate Maintenance of Traffic </li><li>Work Zone Safety </li><li>Stormwater </li><li>Erosion </li><li>Sediment Control </li><li>Accessibility of Public Rights of Way </li><li>First Aid and CPR </li></ul> <p>Knowledge, Skills and Abilities</p> <ul> <li>Knowledge of departmental policies, plans, and procedures. </li><li>Knowledge of modern office practices, plans, and procedures. </li><li>Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications. </li><li>Knowledge of the principles, methods, materials, and equipment common to drainage facility, street and sidewalk construction, utility construction, excavation and erosion, and quality control of same. </li><li>Knowledge of County codes, legal and administrative regulations relative to subdivision, utility, and general public works construction. </li><li>Knowledge of the basic principles of civil engineering as they relate to utility and general public works construction, and water/wastewater distribution and collection systems. </li><li>Knowledge of Confined Space and Trenching and Shoring safe practices and techniques. </li><li>Knowledge of standard office computer equipment and software applications; ability to maintain accurate records and reports. </li><li>Skill in the operation and care of hand tools and electronic equipment for underground utility locates, including proficiency in the use of 3M Dynatell 1420 EMS locator and ground-penetrating radar units. </li><li>Skill in effective communication, both orally and in writing. </li><li>Skill in prioritizing and organizing work. </li><li>Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier. </li><li>Ability to read and interpret a variety of construction diagrams, plans, and blueprints pertaining to public works construction, and to recognize deviations from such plans in the construction and installation processes, and to recommend corrections. </li><li>Ability to detect and locate defective workmanship and operations at any stage of installation, and of stages of construction, when possible, defects and violations may most easily be observed and corrected, with the knowledge of the materials and methods to make such corrections. </li><li>Ability to recognize faulty construction or hazardous conditions. </li><li>Ability to exercise judgment and discretion in interpreting and enforcing department codes, rules, regulations, policies, and procedures. </li><li>Ability to ascertain priorities and meet deadlines and objectives. </li><li>Ability to provide internal/external guidance and customer assistance via all forms of communication. </li><li>Ability to operate a motor vehicle. </li><li>Ability to work varying hours during which construction may occur. </li><li>Ability to use computers for data entry, word processing, and/or accounting purposes. </li><li>Ability to author reports, business correspondence, and procedure manuals. </li><li>Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public. </li></ul> <p>Supplemental Information</p> <p>PHYSICAL DEMANDS</p> <p>Stooping, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions, depth perception.
