We plan 30years ahead for the future of the metropolitan area and provide regional transportation, wastewater, and housing services.</p> <p>More information about us on our website.</p> <p>The candidate's permanent residence must be in Minnesota or Wisconsin.</p> <p>We are committed to supporting a diverse workforce that reflects the communities we serve.</p> <p>Metro Transit is one of the country's largest transit systems, employs more than 3,000 people, and providesridership throughan integrated network of buses, lightrailand commuter trains, as well as resources for those who carpool,vanpool, walk, or bike in the Twin Cities.</p> <p>How your work would contribute to our organization and the Twin Cities region:</p> <p>The Business Systems Analyst (BSA) works within the Transit Control Center (TCC) Technology Systems department, which is a subunit of Transportation Operations within Metro Transit. The BSA will be responsible for supporting the administration, maintenance, and execution of Computer-Aided Dispatch/Automatic Vehicle Location (CAD/AVL) systems, Intelligent Transportation Systems (ITS), Advanced Transportation Management Systems (ATMS). The position will also perform data reporting and analysis and support other systems used by the department to support the delivery of high-quality public transportation within the Twin Cities region.</p> <p>What you would do in this job</p> <p>Key Responsibilities Include (but are not limited to):</p> <p>1.System Administration & Support</p> <ul> <li> <p>Support the administration, maintenance, and execution of Computer-Aided Dispatch/Automatic Vehicle Location (CAD/AVL) systems, Intelligent Transportation Systems (ITS), Advanced Transportation Management Systems (ATMS), and other systems used by the department.</p> </li><li> <p>Provide first responder for systems troubleshooting and service inquiries.</p> </li><li> <p>Provide rotational after-hour support.</p> </li></ul> <p>2.Data Analysis and Data Quality Support</p> <ul> <li> <p>Perform recurring, periodic and ad-hoc statistical analysis, root cause analysis, report development, and data mining, transformation, warehousing, deployment, presentation, and interpretation</p> </li><li> <p>Perform Geospatial analysis and data quality support for Intelligent Transport Systems (ITS).</p> </li></ul> <p>3.Systems and Process Improvement</p> <ul> <li> <p>Perform identification and development of solutions (e.g., available/supported in the enterprise, custom, or commercial-off-the-shelf) to address any process, workflow, or data integration gaps (including interdepartmental and enterprise-wide)</p> </li><li> <p>Perform business process (re)design and documentation; business and use case development.</p> </li></ul> <p>4.Data and Interface management</p> <ul> <li>Manage the weekly schedule data merge process, including system setup, interface execution, validation, and troubleshooting. </li></ul> <p>5.Collaboration with IT and Vendors</p> <ul> <li>Collaborate with Information Service (IS) personnel and vendors in database, server administration and issue resolutions. </li></ul> <p>6.Additional duties</p> <ul> <li>Perform other related duties </li></ul> <p>What education and experience are required for this job (minimum qualifications)</p> <p>Bachelor's degree or higher in Management Information Systems, Business Administration, InformationTechnology, Computer Science, Geographic Information Science orrelatedfield</p> <p>Equivalencies:</p> <ul> <li> <p>Associate's degree in management information systems, Business Administration,Information Technology, Computer Science, Geographic InformationScienceor related field AND two (2) years of experience in system administration, management analysis or related analytical field.</p> </li><li> <p>High School Diploma or GED; AND four (4) years of experiencesystem administration, managementanalysis, related analytical field.</p> </li></ul> <p>Additional information</p> <ul> <li> <p>Knowledge ofadministrating/managing asystems/application.</p> </li><li> <p>Knowledge of data integration, interface management, and software lifecycle processes</p> </li><li> <p>Knowledge ofrelationaldatabase systemsand SQL</p> </li><li> <p>KnowledgeofCAD/AVL systems</p> </li><li> <p>Knowledge ofworkflowanalysis and simplification techniques.</p> </li><li> <p>Knowledge ofMicrosoft Power Platform(Power Apps, Power Automate,andPower BI)</p> </li><li> <p>Knowledge of project management standard processes</p> </li><li> <p>Knowledge ofpublic transit or transportationoperations</p> </li><li> <p>Ability to train staff on departmental business systems and processes</p> </li><li> <p>Ability to collaborate as the technical liaison to all departmental staff and with other departments, personnel,and enterprisesupport groups</p> </li><li> <p>Ability to be the first line of support and remediation within department for technology inquiries from staff anderrors generatedby departmental and enterprise systems and technology</p> </li><li> <p>Requires the skill to provide basic client services to the public and other agencies within the organization.</p> </li><li> <p>Requires tact,courtesyand cooperation in dealings with others where the primary purpose is the exchange of information.</p> </li><li> <p>Promotesan equitable,positiveand respectful work environment that values cultural and diversity among all employees</p> </li></ul> <p>Supplemental Information</p> <p>Union/Grade: Non-Represented/Grade F</p> <p>FLSA Status: Non-Exempt</p> <p>Safety Sensitive:No</p> <p>What your work environment will be:Mostof the work time is performed in a standard office setting. Travel to various locations in the seven county metropolitan areas will be required with occasional out-of-state travel.</p> <p>What steps the recruitment process involves:</p> <ul> <li>We review your minimum qualifications. </li><li>We request your Work Record Evaluation (ATU employees only). </li><li>We rate your education and experience. </li><li>We conduct a structured panel interview. </li><li>We conduct a selection interview. </li></ul> <p>Once you have successfully completed the steps above, then:</p> <p>If you are new to the Metropolitan Council, you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.</p> <p>If you are already an employee of the Metropolitan Council, you must pass a drug test (if moving from a non-safety sensitive position to a safety sensitive position) and criminal background check if the job you're applying for is safety sensitive, is a supervisory or management job, is in the Finance, Information Services, Audit, or Human Resources departments, or has access to financial records, files/databases, cash, vouchers or transit fare cards.
