This position is assigned to the Central Regional Office (CERO) Bureau of Waste Site Cleanup (BWSC) Emergency Response and is responsible for responding to releases of oil and hazardous materials and ensuring time critical responses to release events. Additionally, the position will supervise state contractors responding to release events and conduct risk reduction activities including compliance inspections.</p> <p>Specific duties of this position include, but are not limited to:</p> <ul> <li>Receive 2 and 72 hour release and threat of release notification conditions under the MCP, gather and process the available information and issues immediate verbal requirements for Responsible Parties and/or Potentially Responsible Parties for assessment and/or response actions appropriate for the reported release condition(s); </li><li>Provide direct oversight and supervision of MassDEP contractors during ER incidents, give MassDEP approvals; </li><li>Respond to complaints, conducts inspections of sites, collects samples, explain regulatory requirements and possible violations to Responsible Parties, Licensed Site Professionals, interested parties; </li><li>Complete required training deemed necessary for MassDEP emergency responder staff; participate in 24/7 ER On-Call; </li><li>Issue Notices of Responsibilities and other correspondence relating to the performance of Immediate Response Actions (e.g. IRA approval and/or denial letters, Requests for Information, Interim Deadline Letters) to Responsible Parties and/or Potential Responsible Parties; </li><li>Review, approve, conditionally approve or deny Immediate Response Action documents, complete Level I and II audits to ensure actions meet the regulatory requirements and performance standards; </li><li>Complete all required eDEP, EPICS and program drive submittals to document work and maintain public record; </li><li>Prepare the administrative record and enforcement documents for execution, participate in enforcement conferences; </li><li>Review complex assessments and remediation plans, feasibility studies, technical reports and analytical data; </li><li>Attend technical & public meetings on behalf of MassDEP; </li><li>Coordinate intra-agency correspondence, memoranda, technical reports, policy, enforcement documents and other technical or legal instruments; </li><li>Coordinate inter-agency response actions with MassDOT, MA Department of Fire Services, MA Department of Public Health, and others, as needed; </li><li>Maintain routine communication with supervisor(s) on status of projects and conformance with roles and responsibilities as established for projects; </li><li>As authorized by supervisor, direct and/or train staff of lower grade; </li><li>Track/manage work products, meeting timelines and maintaining appropriate administrative record of events, correspondence decisions, meetings and other logs or records; </li><li>Participate in development and presentation of technical guidance; </li><li>Communicate clearly both orally and in writing; </li><li>Demonstrate working knowledge of EPICS, Microsoft Office suite systems; </li><li>Comply with all Department work place rules, regulations and guidance. </li></ul> <p>Preferred Qualifications:</p> <ul> <li>Professional work experience with knowledge of c.21E, the Massachusetts Contingency Plan and applicable policies and guidance documents; </li><li>Professional experience in environmental sciences as it relates to time-critical assessment and remediation of oil/hazardous materials releases and disposal sites; </li><li>Experience working in an incident command system with public safety officials; </li><li>Experience working in personal protective equipment (PPE) and scientific assessment and monitoring equipment; </li><li>Experience in investigating and assessing the environmental transport, fate and ecological/public health impacts of contaminants; </li><li>Knowledge of risk assessment, risk management and risk communication; </li><li>Knowledge of interdisciplinary nature of environmental sciences principles and practices; </li><li>Excellent written and verbal communication skills; </li><li>Proficiency with Microsoft Office Suite. </li></ul> <p>First consideration will be given to those applicants that apply within the first 14 days.</p> <p>MINIMUM ENTRANCE REQUIREMENTS:</p> <p>Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.</p> <p>Substitutions:</p> <p>I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*</p> <p>II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*</p> <p>III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*</p> <ul> <li>Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. </li></ul> <p>NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.</p> <p>Comprehensive Benefits</p> <p>When you embark on a career with the Commonwealth, you are offered an outstanding suite of employee benefits that add to the overall value of your compensation package.
