<p>Job Responsibilities</p> <p>Job Purpose:</p> <p>Under limited supervision the incumbent is responsible for all the coordination and procurement functions for the Technical College of the Lowcountry. This position reports to the Associate Vice President for Administrative Services and performs managerial and expert-level professional duties in overseeing the procurement function for the Technical College of the Lowcountry. The position is responsible for daily and long-range procurement for operational functions as well as capital project procurements and include contract bid solicitations.</p> <p>ESSENTIAL FUNCTIONS:</p> <ol> <li> <p>Planning and coordinating procurement for operational supplies and equipment to ensure compliance with the State Procurement Code. Awards contracts and prepares purchase orders as required. Maintains and ensures compliance for the College Procurement Cards.</p> </li><li> <p>Performs complex procurements by preparing and designating invitations for bid and request for bid as required by SC Procurement Code. Conducts pre-bid conferences and site visits to include the preparation of invitations to bid and awarding of contracts. Assist in negotiating contracts.</p> </li><li> <p>Plans and implements procurement policies and procedures, in line with the SC Consolidated Procurement Code, researching issues, formulate policy alternatives and proposes strategies to improve the effectiveness of all procurement issues. Responds to inquiries.</p> </li><li> <p>Serves as the College's chief liaison with the SC Procurement Services.</p> </li><li> <p>Prepares required reports as needed for procurement. Maintains a working relationship with all institutional vendors and potential suppliers and maintains a comprehensive vendor list in compliance with State vendor identification requirements. Maintains database with all vendor information in Datatel Software.</p> </li><li> <p>Responsible for maintaining current insurance coverage of real property, equipment, vehicles and student coverage. Serves as College liaison in reporting claims and coordinating with insurance carrier. Serves as liaison with federal agencies and State Tech office concerning institutional procurements and invoices. Responsible for quarterly reports of sole sources, trade in, emergency and minority reports to include IT requests.</p> </li><li> <p>Coordinates the training of all faculty and staff in the on-line use of requisitions.</p> </li><li> <p>Performs all other related duties as assigned.</p> </li></ol> <p>Minimum and Additional Requirements</p> <p>Bachelor's degree and experience in procurement and contracts.</p> <p>Preferred Qualifications</p> <p>Bachelor's degree plus 3 years of procurement and contracts experience. Professional Buyer, Certified Public Purchasing Officer or Certified Purchasing Manager Certification</p> <p>Additional Comments</p> <p>The Technical College of the Lowcountry seeks to be the first choice for higher education in South Carolina's Low Country Region.
