<p>Engineering Specialist 1</p> <p>Location: 440 Court Street, Clearwater, FL</p> <p>Schedule: Monday - Friday (8am- 5pm or similar) office and field work, some flexibility</p> <p>Are you interested in assuring that developers follow state and county rules and regulations? Pinellas County is seeking an Engineering Specialist to join the team. This position offers excellent potential for career growth as this individual assists staff and our other offices who have a direct impact on development and redevelopment of the unincorporated areas of Pinellas County.</p> <p>The Engineering Specialist I is responsible for providing technical recommendations on a variety of issues, including the preparation and review of plans, designs, and specifications. This position will perform entry level to advanced, independent engineering work based on qualifying skill set. Duties include reviewing permit applications, preparing technical reports of findings, assisting in permit compliance and/or assisting in engineering analysis, planning, design, and/or management of engineering construction; maintenance and/or operations projects; and/or serving as a project manager.</p> <p>What Would You Do?</p> <ul> <li>Coordinate with staff, cooperating agencies, stakeholder groups, consultants, and the public to complete projects within statutory timeframes. </li><li>Prepare materials, staff reports, including technical staff reports, memos, Final Orders, exhibits, and location maps, as needed. </li><li>Document permitting interactions, interactions with the public, and other application and/or permit interactions. </li><li>Respond to public regarding permitting, permit compliance, public records requests, flood zones and mapping, website navigation, online permitting system, etc. Conduct pre-application meetings. </li><li>Ensure that issued permits remain in compliance with permit conditions and applicable rules. Perform field inspections on all issued and expired permits for compliance and resolve any non-compliance issues. </li></ul> <p>What Do You Need To Have?</p> <p>Education and Experience:</p> <p>Five (5) years of experience in the use of AutoCAD systems including three (3) years of experience in engineering design; or Five (5) years related experience in transportation, electronics or computer systems operations; or Graduation from an accredited college or university with major course work in civil engineering with a basic understanding of the use of CAD systems; or or an equivalent combination of education, training and/or experience.</p> <ul> <li>Florida Driver's License </li><li>Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. </li></ul> <p>Preferred</p> <ul> <li>Specialized certifications related to engineering studies or traffic signal operations and maintenance. </li><li>Candidate to possess prior job tenure and experience from within the same unit or assignments in the same line of work. </li><li>Candidate to demonstrate more advanced proficiency, competency, and satisfactory completion of regularly assigned work in an independent manner. Appointing Authority retains discretion to employ an incumbent at this level or advance the incumbent non-competitively or competitively, after a candidate meets the minimum qualifications to an in-line career ladder position within the same organization or department. </li></ul> <p>Knowledge, Skills and Abilities</p> <ul> <li>Knowledge of technical practices of civil engineering and investigation design and construction of public works and utilities facilities; </li><li>Knowledge of the various types of environmental contamination and the relative impact on proposed public works projects; </li><li>Knowledge of computerized Traffic Signal analysis software for capacity analysis and signal timing plan development; </li><li>Knowledge of the principles, techniques, standard operating procedures, materials, tools and equipment used in the automated transportation management system (ATMS), traffic studies, and analysis; </li><li>Knowledge of environmental and construction permits and local, state and federal agencies relationships to public works type projects; </li><li>Knowledge of computerized Traffic Signal analysis software for capacity analysis and signal timing plan development; </li><li>Skill in use of engineering instruments and equipment and ability to learn computer applications to engineering design, drafting, mapping and plans; </li><li>Ability to make engineering related mathematical computations and design moderately difficult engineering projects; </li><li>Ability to supervise moderately difficult engineering or survey projects in field or office and adhere to plans and specifications; </li><li>Ability to secure compliance by private contractors with contracts and specifications governing projects in a tactful, firm and impartial manner. </li></ul> <p>Our benefits rank among the top in the area!</p> <ul> <li>Looking for a strong retirement?
