<p>Major Functions</p> <p>The County of Volusia is seekingProject Leader for the Information Technology Division. This position will be in DeLand, Florida, and perform advanced technical and administrative work directing the analysis, design, development, implementation, and maintenance of computerized business systems.</p> <p>NOTE: The selected candidate must work extended hours, weekends, and holidays as necessary; and may be on call 24/7 to address issues and respond to county emergencies or activations.</p> <p>Illustrative Duties</p> <p>(NOTE:These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.)</p> <ul> <li>Performs technical work and coordinates the activities of assigned personnel in all phases of the technical life cycle of an advanced data center infrastructure. </li><li>Promotes quality service and compliance with all operating standards, policies, and procedures. </li><li>Designs, implements, and manages physical host servers and virtual guest servers. </li><li>Designs, implements, and manages multi-host virtual environments. </li><li>Designs, implements, and manages Storage Area Networks (SANs). </li><li>Acts as primary support for server-related issues. </li><li>Reports on the status of existing systems, as well as the feasibility and requirements of change requests or proposed new systems. </li><li>Monitors availability of computer systems. </li><li>Performs and coordinates the configuration, maintenance, and repair of all data center equipment and related computing equipment. Schedules work to minimize the backlog and impact to users. </li><li>Reviews work orders and operating and downtime records and reports. </li><li>Prioritizes operation schedules and work orders to satisfy user requests and optimize the utilization of systems. </li><li>Maintains effective working relationships with users, vendor representatives, and Information Technology staff. </li><li>Serves as liaison to users. Acts as a business and technical analyst and advisor on existing and proposed technical infrastructure. </li><li>Ensures completeness of work and success of all tests. Works to identify issues with existing business processes and recommends solutions. </li><li>Compiles system and operational documentation. </li><li>Develops and implements contingency plans, internal control procedures, and standard operating guides for operations and support desk staff. </li><li>Plans, directs, and supervises subordinate staff. </li><li>Schedules staff work hours to cover normal schedules and special requests to support business needs. </li><li>Develops and implements training plans for assigned staff. </li><li>Trains county staff on relevant technology provided by the county and vendors. </li><li>Analyzes and coordinates staff and equipment needs to ensure that projects are completed on schedule in an efficient manner. </li><li>Solicits and analyzes quotes and makes recommendations for purchases. </li><li>Assists with asset tracking. </li><li>Assists in developing and executing the disaster recovery plan. </li><li>May be assigned to other county locations based upon operational needs. </li><li>Attends work on a regular and consistent basis. </li><li>Responds to emergency situations. </li><li>Must adhere to Federal, State, County and Local ordinances. </li><li>Performs other duties as assigned. </li></ul> <p>Minimum Requirements</p> <p>High school diploma and eight (8) years of progressively responsible experience as a systems analyst or experience inInformation Systems, Business Administration, or related field.</p> <p>OR</p> <p>Bachelor's degree in Mathematics, Information Systems, Business Administration, or related field, and four (4) years of progressively responsible experience as a systems analyst.</p> <p>A comparable amount of education, training, certification, or experience may be substituted for the minimum experience.</p> <ul> <li>Must possess and maintain a valid Florida driver's license within 30 days of hire. </li></ul> <p>NOTE: A pre-employment skills test may be required</p> <p>Knowledge, Skills & Abilities</p> <ul> <li>Knowledge of enterprise technical infrastructure. Knowledge of systems analysis, mathematics, statistics, logic, and the principles of reasoning. </li><li>Knowledge of the assigned governmental functions and the information required from data processing services. </li><li>Ability to plan, schedule and coordinate the work of technical staff. </li><li>Ability to prepare diagrams indicating hardware configuration. </li><li>Ability to effectively communicate complex technical information, both orally and in writing, to non-technical customers. </li><li>Ability to express ideas clearly and concisely, orally, and in writing. </li><li>Ability to establish and maintain effective working relationships with users, vendor representatives, and Information Technology staff. </li><li>Knowledge of overall operations of computer equipment and data center facilities. </li><li>Knowledge of supervisory practices and principles as related to the operation of a data center and information technology infrastructure. </li><li>Knowledge of computer repair, reporting and coordination on all types of computer equipment repairs. </li><li>Knowledge of effective computer maintenance and backup procedures. </li></ul> <p>ADA REQUIREMENTS</p> <p>Mental Demands: Ability to perform advanced mathematical functions. Ability to read and comprehend technical and professional journals and manuals, instructions schematics, abstracts. Ability to write complex documents, letters, manuals, memos relaying information and data. Ability to speak clearly and concisely. Ability to analyze data and develop conclusions. Ability to comprehend and develop spatial and relational designs and layouts. Ability to identify problems and resolve issues.</p> <p>Physical Demands: Sedentary work. Ability to see, hear, talk; finger dexterity.
