<p>General Job Information</p> <p>Duties and Responsibilities</p> <p>The incumbent of this position serves as a Clinical Program Manager in the Assessment & Referral Center (ARC) Division and is primarily responsible for assisting the Director in providing overall clinical guidance and supervision to staff assigned; provides day-to-day clinical support and guidance for individuals seeking services for substance use and co-occurring disorders. The incumbent provides leadership in implementing, monitoring, and managing assignments. Makes major decisions and recommendations to the Director ARC Division on clinical program operations, including projects, resources, program changes, and shifts in priorities. Identifies and develops long and short-range plans; coordinates activities and resolves major problems encountered in program implementation. Assesses accomplishments and ensures redirection of efforts to address immediate crisis situations. Monitors and evaluates progress in meeting established goals.</p> <p>Provides clinical supervision and guidance to assigned staff. Plans and coordinates work to be accomplished and determines and makes work assignments. Provides support and guidance to employees on day-to-day operations, as necessary. Provides clinical guidance as needed for assessments that are in progress; reviews completed assessments for completion. Keeps employees informed of agency, administration, and division goals and objectives. Establishes performance standards, evaluates work performance, and provides advice and counsel to assigned staff on work performance. Identifies professional and developmental training needs of employees and makes recommendations for staff training needs. Exercises leave approval authority for assigned staff and coordinate staffing coverage; effects minor disciplinary measures and recommends action in more serious cases. Provides recommendations to the Director regarding personnel actions. Ensures clients seeking publicly funded SUD treatment services receive clinically appropriate assessments, including, but not limited to, medical triage, level of care assessments and determinations, timely referral to a treatment provider pursuant to District law and regulations, as well as screening and referral for ancillary service needs (such as mental health and HIV/AIDS).</p> <p>Qualifications & Experience</p> <p>Education: Bachelor's degree with a major study in an academic field relating to the medical field, health science, or allied sciences pertinent to the position.</p> <p>Candidates must have completed a full four (4) year course of study in an accredited college or university leading to a bachelor's degree with a major study in an academic field relating to health science or allied sciences pertinent to the position. In addition to meeting the basic requirements, this position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience experiences, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position to be filled such as mastery knowledge and understanding of the public health field with special knowledge of Substance Use or Co-Occurring Disorders treatment and recovery services.</p> <p>Licenses and Certifications</p> <p>This position requires a licensed clinician which includes LICSW, psychologist, RN, etc., through the District of Columbia Department of Health.</p> <p>Working Conditions/Environment</p> <p>Work is performed in mobile outreach vehicles, communities, or specialized service centers throughout the District of Columbia metropolitan area. Personnel Regulations, in addition to the general suitability screening, individuals applying for or occupying security-sensitive positions are subject to the following checks and tests:</p> <ul> <li>Criminal background check. </li><li>Traffic record check (as applicable). </li><li>Consumer credit check (as applicable). </li><li>Reasonable suspicion drug and alcohol test; and </li><li>Post-accident or incident drug and alcohol test. </li></ul> <p>Residency Requirement: A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants unless the person declines the preference points. Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years.
