<p>Pay Schedule I, Grade 30, Regular Schedule: 35 hours per week</p> <p>A vacancy exists in the Department of Environmental Protection and Sustainability, Watershed Restoration Section.</p> <p>A list of eligible applicants will be established based on the examination as outlined below.</p> <p>Current and future vacancies occurring within this class may be filled from the list of eligible applicants.</p> <p>All interestedtransfer andpromotional candidates must apply at this time.</p> <p>List all promotionsand changes in job duties due toreclassification as separate work experience on your application. Applicants selected for an interview may provide a resume at that time.</p> <p>You MUST attach your transcript(s) and/or certification(s) / license(s) to your application.</p> <p>Failure to submit proof of Licenses, Certifications and Education will result in your application not being considered.</p> <p>Examples of Duties</p> <p>Definition ofResponsibility</p> <p>Under general supervision, this position serves as a professional project manager within the Watershed Restoration Section's Stream Restoration Program in the Baltimore County Department of Environmental Protection and Sustainability.</p> <p>Essential Functions</p> <ul> <li>Implements water quality and watershed improvement projects, such as stream restoration using approaches such as adaptive natural channel design and floodplain reconnection, to achieve pollutant reduction and ecological restoration. </li><li>Assists with resource assessment, prioritization, funding, design, technical review, permitting, construction and post construction monitoring of environmental capital projects. </li><li>Serves as lead project manager working collaboratively with professional design consultants, contractors, Federal and State Agencies, other professional staff and citizens of Baltimore County. </li><li>Oversees project funding and assists with grant management and Capital Budget programming. </li><li>Assists in the preparation of technical studies and reports on environmental problems. </li><li>Performs field assessments of existing and potential stream restoration projects. </li><li>Provides technical assistance to property owners requesting assistance with stream bank erosion. </li></ul> <p>Examples of Other Duties</p> <ul> <li>Represents the department before community groups and serves as the department's representative on intra-county, community, or other committees. </li><li>Assists other professionals in technical studies, research and preparation ofreports. </li><li>Performs other related duties as required. </li></ul> <p>(NOTE: The duties and responsibilities listed above are for the purpose of determining a common set of minimum qualifications for all positions in this class. Each position may not be required to perform all of the essential job functions listed</p> <p>Qualifications</p> <p>Required Qualifications</p> <p>Graduation from an accredited college or university with a bachelor's degree in environmental, regional, urban or city planning, or in a natural resource, environmental or a biological science.</p> <p>Plus</p> <p>Two years' professional experience in a planning, science or related field.</p> <p>Additional education in one of the areas listed may be substituted for the required experience on a year for year basis.</p> <p>Preferred Qualifications</p> <ul> <li>College coursework, internships and/or work experience instream restoration, watershed science, fluvial geomorphology, hydrology and hydraulics, water quality, and/or stream ecology. </li><li>Experience as a Project Manager/Stream Restoration Specialist managing environmental assessments and engineering plan development, including design, technical review, construction oversight, monitoring, and approval of capital stream restoration, water quality improvement BMPs, and floodplain/wetland creation. </li><li>Experience with negotiation and resolution of complex technical issues. </li><li>Ability to read and comprehend contracts, specifications, and construction plans </li></ul> <p>Licenses and Certificates</p> <p>Possession of a valid non-commercial class C Maryland Driver's license or an equivalent is required at the time of appointment.</p> <p>Applicants who hold a driver's license from a state other than Maryland or Pennsylvania must submit a current copy of their driver's license and driving record at the time of application. Diplomas or transcripts must show the applicant's major field of study. Applications should state clearly and completely for evaluation purposes the dates, duties, and responsibilities of past and present experience.</p> <p>Conditions of Employment</p> <p>Physical and Environmental Conditions</p> <p>The work of these positions requires some physical activity such as walking, bending, stooping, and carrying of moderately heavy objects.</p> <p>Field investigations may involve exposure to inclement weather.</p> <p>Medical Examination and Employment Background Investigation</p> <p>Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.</p>
