<p>Job Description:</p> <p>Franklin & Marshall College is recruiting for a full-time Civil Rights Compliance & Employee Engagement Officer.</p> <p>Job Details:</p> <ul> <li>Location: F&M Campus - Lancaster, PA </li><li>Classification: Full-time, Exempt </li><li>Schedule: 40 hours, Monday - Friday. May require evenings and weekends. </li><li>Reports to: Associate Vice President, Human Resources </li><li>Department: Human Resources </li><li>Approved Salary Range: $80,000.00 - $90,000.00 </li></ul> <p>Job Description:</p> <p>The Civil Rights Compliance & Employee Engagement Officer, also designated as the Title IX Coordinator and ADA Coordinator, will work closely with other administrative offices, legal counsel, and external agencies to ensure that Franklin & Marshall's policies and practices are compliant with federal and state civil rights and equal opportunity laws. This position will be responsible for providing comprehensive education and training on relevant issues related to Civil Rights laws. This position is also responsible for the design, implementation and evaluation of long term college wide initiatives that foster an engaged campus culture and improve outcomes related to recruitment, retention, and connection of the Franklin & Marshall professional community.</p> <p>Essential Functions:</p> <ul> <li> <p>Compliance, Policy Development & Implementation: (30%)</p> </li><li> <p>Ensure compliance with federal, state, and local civil rights regulations, including Title VI, Title VII, Title IX, the Americans with Disabilities Act (ADA), and other relevant laws affecting students, faculty, and staff.</p> </li><li> <p>In consultation with the Office of General Counsel, regularly review and interpret updates to these laws and regulations, ensuring the institution's policies reflect any new legal requirements or changes in legal interpretations.</p> </li><li> <p>Regularly monitor and ensure institutional compliance with civil rights laws and regulations through policy development/revision, education/training and incorporation of procedural best practices.</p> </li><li> <p>Develop, update, and implement policies and procedures related to Title IX, Title VI, ADA, Clery, VAWA, and SaVE.</p> </li><li> <p>Work with legal counsel to assess risk, identify areas for improvement, and ensure compliance with federal, state, and local laws.</p> </li><li> <p>Training & Education: (30%)</p> </li><li> <p>Design and facilitate training programs for faculty, staff, students, and administrators on Civil Rights Laws and other related issues. Ensure employees & students are informed of their rights and responsibilities.</p> </li><li> <p>Provide ongoing education on discrimination, harassment, accessibility, and inclusive practices, creating a culture of awareness and respect. Create and distribute educational materials.</p> </li><li> <p>Develop and deliver comprehensive bias awareness training to employees at all levels. Serve as the point person of Bias Incident Reports for the College.</p> </li><li> <p>Train Deputy Title IX coordinators.</p> </li><li> <p>Employee Engagement & Community Building: (20%)</p> </li><li> <p>Develop a long-term plan for community engagement and belonging, in collaboration with campus partners, ensuring alignment with the institution's overarching strategic goals and values.</p> </li><li> <p>Integrate engagement practices for professional staff by promoting belonging, access, and balanced participation.</p> </li><li> <p>Design and implement professional development opportunities to equip leaders across the institution with the tools to promote holistic leadership and foster a welcoming environment.</p> </li><li> <p>Title IX Coordinator & ADA Coordinator Responsibilities: (20%)</p> </li><li> <p>Collaborate with the Campus President, General Counsel, Vice President of Student Affairs, and the AVP for Human Resources regarding Title IX and ADA requirements, grievance issues and compliance programs.</p> </li><li> <p>Manage the intake, investigation, and resolution of complaints related to sex-based discrimination, harassment, sexual assault, and retaliation.</p> </li><li> <p>Maintain documentation and records related to Title IX investigations, outcomes, and compliance efforts.</p> </li><li> <p>Coordinate responses to audit requests from Federal agencies regarding campus crime and sexual misconduct.</p> </li><li> <p>Coordinate with faculty and staff to ensure that academic and physical environments are accessible for individuals with disabilities.</p> </li><li> <p>Prepare annual statistical reports for the campus community on the incidence of sexual harassment.</p> </li><li> <p>All other duties as assigned.</p> </li></ul> <p>Requirements:</p> <p>Minimum Qualifications:</p> <ul> <li>Bachelor's Degree. </li><li>At least 5 years of relevant experience pertaining to compliance and conducting investigations alleging discrimination. </li><li>Comprehensive knowledge of Civil Rights Laws. </li><li>Experience delivering comprehensive training on the topics of Civil Rights Laws, Employee Engagement and/or Professional development. </li><li>Experience working in Higher Education, civil rights law, or a related field. </li><li>Excellent oral, written, interpersonal communication skills. </li><li>Proficiency in Google Suite Products (Docs, Gmail, Sheets, Slides, Drive) </li><li>Evidence of a commitment to community and belonging. </li><li>Valid driver's license. </li><li>Successful interview. </li><li>Successful completion of background checks. </li></ul> <p>Preferred Qualifications:</p> <ul> <li>Master's Degree. </li><li>Prior experience working for a Liberal Arts College. </li></ul> <p>Additional Information:</p> <p>Offers of employment are contingent upon the successful completion of reference checks, a criminal background verification, and verification of credentials.
