<p>TARGET ENTRY SALARY: $ 71,912 - 75,507 DOQ </p> <p>POSITION OPEN UNTIL FILLED</p> <p>Under general direction, the Compliance Coordinator is responsible for supporting the city's adherence to applicable laws, regulations, and internal policies. This role ensures that applicable programs are monitored in accordance with regulatory standards. The Compliance Coordinator plays a key role in identifying compliance risks, maintaining documentation, and promoting a culture of accountability.</p> <p>CURRENT POSTING IS FOR THE ECONOMIC DEVELOPMENT & HOUSING DEPARTMENT</p> <p>Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:</p> <p>Economic Development & Housing</p> <ul> <li>Serves as the primary representative interacting with regulatory agencies regarding regulatory compliance for assigned programs. </li><li>Oversees and ensures that applicable regulatory requirements are being met. </li><li>Plans and directs activities to comply with current and proposed federal and state regulations and internal standards; reviews and analyzes studies and reports; reviews and comments on related rulemaking efforts and legislation. </li><li>Reviews and analyzes new and renewal permit or program applications, prepares written comments on regulatory compliance, and submits them to proper agencies. </li><li>Reviews compliance test results and reports submitted by the City to various regulatory agencies and coordinates follow-up as needed. </li><li>Investigates complaints regarding assigned department programs and regulatory compliance and recommends or coordinates corrective action. </li><li>Conducts and coordinates specialized studies related to compliance, performance, or program effectiveness. </li><li>Develops standard operating procedures for assigned department regulatory compliance activities. </li><li>Prepares, drafts, and delivers reports and correspondence; facilitates and reviews regulatory reporting by other departmental divisions; prepares and evaluates legislative reviews and policy analyses. </li><li>Manages, monitors, and coordinates consultant contracts as needed; communicates with consultants and collaborates with them for the effective completion of assignments, initiatives, and programs. </li><li>Develops, directs, and participates in public education and employee development programs related to compliance requirements and best practices. </li><li>Inspects facilities, projects, or programs to evaluate operational effectiveness or ensure compliance with regulations. </li><li>Monitors progress of compliance and improvement programs and tracks implementation of corrective measures. </li><li>Monitors and facilitates the procurement and inventory of commodities, supplies, and equipment necessary to support compliance activities. </li><li>Facilitates data requests from City staff and other stakeholders and compiles data for internal and external reporting. </li><li>Coordinates compliance activities for affordable housing and community development programs funded through federal and state sources, including but not limited to Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), and State Housing Initiatives Partnership Program (SHIP). </li><li>Conducts file reviews and on-site monitoring of housing and community development projects to ensure compliance with program requirements, eligible activities, and eligible costs. </li><li>Reviews and verifies income eligibility, documentation of long-term affordability, and ongoing project monitoring requirements. </li><li>Provides technical assistance and guidance on regulatory requirements to internal staff, subrecipients, developers, and other partners. </li><li>Monitors and documents compliance with cross-cutting federal requirements, including fair housing, equal opportunity, procurement, and conflict-of-interest standards. </li><li>Assists with the development, implementation, and monitoring of corrective action plans, ensuring timely resolution of findings and concerns. </li><li>Performs other duties as assigned. </li></ul> <p>Licenses, Certifications, and Equipment:</p> <p>A valid State driver's license is required.</p> <p>Education and Experience:</p> <p>Bachelor's Degree from an accredited school or university and two (2) years of professional experience; OR an equivalent combination of education, training, and experience may be considered.</p> <p>Economic Development & Housing</p> <p>Preferred fields of study include Public Administration, Urban Planning, Urban Studies, Social Work, Human Services, Public Policy, Nonprofit Management, Economics, Business Administration, or a closely related field.</p> <p>Professional experience administering affordable housing and community development programs (for example, Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), State Housing Initiatives Partnership Program (SHIP), or similar federal or state funding sources) is preferred.</p> <p>Public Utilities</p> <p>Preferred fields of study include Environmental Science, Biology, Geology, Chemistry, Civil Engineering, Environmental Engineering, or a closely related field.</p> <p>Professional experience in environmental compliance, water, wastewater, or reclaimed water utilities, or related public utilities regulatory programs is preferred.</p> <p>Economic Development & Housing</p> <p>Knowledge of - </p> <ul> <li>General office policies and procedures; computers and general office equipment </li><li>Federal and state funding sources and regulations related to affordable housing and community development programs, including but not limited to Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), and State Housing Initiatives Partnership Program (SHIP) </li><li>Affordable housing and community development program requirements, including eligible activities and costs </li><li>Requirements related to household income eligibility, income verification, and documentation standards for assisted households </li><li>Long-term affordability requirements for assisted units, including affordability periods, covenants, and ongoing monitoring obligations </li><li>Cross-cutting federal requirements such as fair housing, equal opportunity, procurement standards, and conflict- of -interest rules as they apply to housing and </li></ul> <p> community development programs</p> <ul> <li>Principles and practices of common local housing assistance programs such as housing rehabilitation, down payment assistance, and rental assistance </li><li>Contract and subrecipient agreement requirements for housing and community development activities, including performance expectations, compliance conditions, </li></ul> <p> and reporting obligations</p> <ul> <li>Methods and techniques for monitoring housing and community development projects, including file reviews, on-site monitoring, and follow-up documentation </li><li>Record-keeping and documentation requirements for federally and state funded housing programs, including retention and audit standards </li><li>Community engagement and public information practices related to housing programs and services </li></ul> <p>Skill in - </p> <ul> <li>Reviewing and analyzing housing and community development project files to verify income eligibility, affordability </li></ul> <p> requirements, eligible activities and costs, and compliance with program regulations</p> <ul> <li>Conducting on-site monitoring visits of housing and community development projects and documenting findings, </li></ul> <p> concerns, and required corrective actions</p> <ul> <li>Providing technical assistance and training to staff, subrecipients, developers, and other partners on housing </li></ul> <p> program requirements and compliance expectations</p> <ul> <li>Coordinating and tracking corrective action plans for housing-related findings and concerns to ensure timely </li></ul> <p> resolution</p> <ul> <li>Analyzing housing program data to identify trends, compliance risks, and opportunities for program improvement </li><li>Communicating complex housing program and regulatory requirements to internal staff, partners, residents, and </li></ul> <p> community groups</p> <ul> <li>Establishing and maintaining effective working relationships with funding agencies, subrecipients, developers, and </li></ul> <p> community stakeholders involved in housing and community development programs</p> <ul> <li>Documenting monitoring results and corrective actions in a clear, organized manner to support housing and </li></ul> <p> community development program files and audits</p>
