<p>General Statement of Duties</p> <p>The Risk Management Division (located in the Finance Department) seeks a Safety Professional with a wide variety of experience in construction safety or related fields. Experience should encompass working to promote safe operations on construction sites.</p> <p>The incumbent will assist with the management of several OSHA programs such as:</p> <ul> <li>Trenching and excavation </li><li>Fall protection and prevention </li><li>Permit required confined space entry </li><li>Temporary traffic control </li></ul> <p>The incumbent will also deliver training for the aforementioned OSHA programs.`</p> <p>Minimum Qualifications (KSAs)</p> <p>Illustrative only. Any one position may not require all of the listed KSAs nor do thelisted examples include all the KSAs which may be required.)</p> <p>Knowledge of:</p> <p>Biology, chemistry, physics as they apply to environmental management and/or health andsafety.</p> <p>Principles and practices of environmental management and/or health and safety management.</p> <p>Research, investigation, and analysis techniques and principles.</p> <p>City facilities, equipment, materials, and job functions.</p> <p>Statistical principles and methods.</p> <p>English usage, spelling, grammar, and punctuation.</p> <p>Federal, state, and local codes, laws, and regulations pertaining to environmentalmanagement and/or health and safety.</p> <p>Training processes, techniques, methods, and procedures.</p> <p>Skill to:</p> <p>Operate a computer and other standard office equipment in performance of assigned duties.</p> <p>Operate monitors and various instruments in performance of job.</p> <p>Operate assigned vehicle in performance of job duties.</p> <p>Ability to:</p> <p>Inspect complex city facilities, equipment, materials, and employee work practices todetermine unsafe conditions or environmental problems.</p> <p>Recommend and implement goals, policies, and procedures for providing effective andefficient environmental or health and safety practice within assigned department.</p> <p>Prepare clear and concise analytical and statistical reports.</p> <p>Analyze problems, identify alternative solutions, project consequences of proposed actions,and implement recommendations in support of goals.</p> <p>Interpret and apply federal, state, and local codes, laws, and regulations.</p> <p>Communicate clearly and concisely, both orally and in writing.</p> <p>Respond to requests and inquiries from the general public.</p> <p>Work independently in the absence of supervision.</p> <p>Understand and follow oral and written instructions.</p> <p>Recognize hazards and respond with plausible solutions.</p> <p>Examples of Work Performed:</p> <p>(Illustrative only. Any one position within this classification may not include all of theduties listed nor do the listed examples include all of the tasks which may be performed.)</p> <p>Conducts on-site inspections and investigations of complex operations and facilities toensure environmental or safety compliance; notifies departments of environmental or safetyproblems and monitors corrective action that is taken; evaluates needs for environmental orsafety training and provides training to assigned departments.</p> <p>Participates as a member of environmental or safety audit teams performing assessments forsafety enhancements, waste minimization, pollution prevention, energy efficiency, costreductions, improvements in compliance status, and/or mitigation of adverse health/safetyor environmental impacts.</p> <p>Maintains, calibrates, and operates instrumentation and sampling equipment; evaluatesemployee exposures to chemical, physical and environmental hazards; monitors environmentalquality; responds and assists in resolution of employee health and safety hazards andenvironmental issues; and provides guidance to assigned departments.</p> <p>Prepares analytical and statistical reports on operations and activities; analyzes reports and provide recommendations; assists in the development of written policies and procedures related to health and safety and environmental programs; composes and distributes internal and other documents.</p> <p>Represents assigned department to other city departments, community groups, and outside agencies; explains, justifies, and defends department programs, policies, and activities; assists in the negotiation and resolution of sensitive, significant, and controversial issues.</p> <p>Recommends and assists in the procurement of health and safety equipment to assigneddepartments.</p> <p>Establishes and maintains cooperative working relationships with those contacted in thecourse of work, including outside agencies and the general public.</p> <p>Interprets and applies federal, state, and local health and safety and/or environmental codes, rules, and regulations to complex operations and facilities in assigned departments.</p> <p>Manages/coordinates city-wide training for environmental and health/safety compliance andparticipates in environmental or safety committees.</p> <p>Participates on a variety of boards and committees; attends and participates inprofessional group meetings; stays abreast of new regulations, trends, and innovations inthe field of environmental management and/or health and safety.</p> <p>Assists those contacted in the course of duty in an effective, efficient, and professionalmanner.</p> <p>If assigned to Health Department, maintains on-call status for hazardous material response team.</p> <p>Required Education and Experience</p> <p>PROMOTIONAL</p> <p>Each applicant must have three years experience as an Environmental/Safety Specialist with the City of Cincinnati. Additionally, each applicant must have a Bachelor's Degree from an accredited university or college with major coursework in environmental management, safety, chemistry, industrial hygiene, or related field. A Master's Degree in one of the above stated fields or professional certification from an accredited professional organization dealing with environmental issues is preferred.</p> <p>OPEN</p> <p>Each applicant must have a Bachelor's Degree from an accredited institution in Environmental Science, Risk Management, Occupational Safety, or a closely related field. In addition, each applicant must have a minimum of five years of related work experience. A Master's Degree in one of the above stated fields or professional certification from an accredited professional organization dealing with environmental issues is preferred.</p> <p>OTHER REQUIREMENTS</p> <p>Must have a valid Driver's License.</p> <p>Some assignments may require possession of a valid registration from the Ohio State Board of Sanitation Registration.</p> <p>Other licenses and/or certifications may be required, depending on area of responsibility.</p> <p>MILITARY EDUCATION & EXPERIENCE EVALUATION</p> <p>Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.</p> <p>Working and Physical Conditions</p> <p>Environmental Conditions:Travel from site to site; office/field environment; exposure tocomputer screens, noise, dust, grease, smoke, fumes, gases, potentially hazardouschemicals, toxic materials, potentially hostile environments; human or animal body fluids;waste and infectious materials; work at heights on scaffolding and ladders; work or inspectin confined spaces; work or inspect underground; work on slippery or uneven surfaces; workaround heavy construction equipment; may be subject to call back and/or overtime work.</p> <p>Physical Conditions: Duties require maintaining physical condition necessary for heavy,moderate or light lifting; bending, stooping, kneeling, crawling; walking or standing forprolonged periods of time.</p> <p>HR Contact: Kelli R.
