<p>Description</p> <p>This position coordinates and supervises the activities of the Advanced Metering Infrastructure, Cross Connection Compliance and Large Meter Maintenance staff. Over sees the performance of data management duties which includes monitoring the health of the AMI system and ensures that it is performing at an optimum level as designed. Responsible for managing the City's Cross Connection program which is mandated by the South Carolina Department of Health and Environmental Control to safeguard customers against intrusions of contaminates into our water system. The incumbent works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through annual inspections and periodic meetings. Perform other duties as required.</p> <p>The work is considered light to medium in nature and involves walking or standing some of the time and also involves exerting between 20 - 50 pounds of force on an occasional basis, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in task involving close tolerance or limits of accuracy or routine keyboard operations.</p> <p>Work environment may involve exposure to dust and pollen, extreme heat and/or cold. Wet or humid conditions, traffic, electrical shock, heights; and is dynamic that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. May periodically have unpredicted requirements demands.</p> <p>Essential Job Functions</p> <ul> <li>Oversees the health and performance of the AMI system by regularly reviewing numerous related system reports for alarms, events and abnormalities. </li><li>Provides AMI system support to other operational areas in the department by providing technical assistance to field personnel performing installation and maintenance of the network devices. </li><li>Manages the efficient utilization of the AMI system by monitoring end point communication meter exception reports in order to validate readiness of reads. </li><li>Provide meter data reporting capabilities to internal and external groups as needed. </li><li>Manages the preparation and periodic recovery testing of disaster recovery plans. </li><li>Developing dashboards and key performance indicator views to monitor the AMI system, requesting equipment procurement, repair, and disposal; and assigning training users as needed. </li><li>Provides guidance on troubleshooting methods in order to resolve issues with the AMI system by utilizing mobile interrogating devices to secure end point information; issues, coordinates, and oversees related service request to ensure that issues are resolved; and works with maintenance staff to take corrective action to resolve problematic conditions within the system. </li><li>Demonstrate experience integrating metering information with historic data and utility billing systems. </li><li>Attend job related training, meetings and seminars to improve and or enhance job related performance skills. </li><li>Develop, implement and manage the Meter Reading and Compliance annual budget. Ensures the proper maintenance of assigned vehicles and equipment. </li><li>Monitor and control the flows of work; manage/supervise and evaluate subordinate staff; and monitor work flows; determine supply and equipment needs; and prepare and maintain department activity reports. </li><li>Provides oversight of the management of customer complaints related to meter reading issues and cross connection compliance. </li><li>May act as the city's representative on legal matters dealing with meter box/lid incidents; and </li><li>Performs other related duties as assigned. </li></ul> <p>Qualifications</p> <p>MINIMUM REQUIREMENTS TO PERFORM WORK:</p> <ul> <li>Associates Degree in Engineering, Computer Science or other closely related field or a high school diploma and seven (7) years of relevant prior experience; </li><li>Valid South Carolina Class "D" Driver's License. </li></ul> <p>Knowledge, Skills, and Abilities</p> <ul> <li>Excellent Communication skills in writing and in person; </li><li>Ability to gather, organize, analyze, examine or evaluate data or information and may prescribe an action based on such data. </li><li>Ability to perform skilled work involving rules/systems with almost constant problem solving. </li><li>Ability to perform specialized technical or advanced professional work requiring in-depth understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems. </li><li>Ability to guide others, requiring frequent decisions affecting co-workers and others who depend on the services or product; works in a fluid environment with rules and procedures but with many variations from the routine. </li><li>Ability to manage multiple supervisors or lead others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency. </li><li>Ability to read technical instructions, procedures, manuals, charts and graphs to solve practical problems; composing detailed and specialized reports, forms and letters. </li><li>Ability to provide information, guidance or assistance to people to directly facilitate task accomplishment.. </li><li>Ability to understand and comply with all COC policies and procedures while demonstrating ethical and judgment that represents the highest image expected of a City of Columbia employee. </li></ul> <p>The City of Columbia is proud to offer a complete benefits package to full-time employees.
