<p>Description and Functions</p> <p>Open Until Filled</p> <p>GENERAL DESCRIPTION:</p> <p>The Wyoming Land and Water Conservation Fund Program is seeking a seasonal (time-limited) 40-hour-per-week position to monitor recreation grant sub-recipients, grantees, or contractors for quality-of-service delivery and compliance with cooperative agreement guidance and contract deliverables, provide technical assistance, and conduct compliance activities to ensure appropriate expenditures of funds. These duties include site visits and travel throughout the State.</p> <p>Human Resource Contact: stacy.sprengeler@wyo.gov, 307-777-7010</p> <p>ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.</p> <ul> <li>Write and/or review contracts and grant agreements. </li><li>Determine grant/contract/RFP allocations or reviews for appropriateness. Compile and review budgets and narratives for submission and approval. </li><li>Execute award agreements in accordance with federal and state rules and regulations. Monitor grant and contract recipients to ensure they are meeting grant compliance requirements. Participate in state and federal programs and financial audits of grant and contract programs. </li><li>Maintain current knowledge of grant, contract, RFP, RFI, and purchase rules and regulations. </li><li>Review and analyze proposals for recreation needs in the area. </li><li>Monitor and process a variety of program data and financial collection data from sub-recipients. </li><li>Coordinate and prepare reports for the program. </li><li>Assist with the monitoring of contract deliverables and stewardship for municipal officials. </li><li>Coordinate development of Annual Deliverables Guidance. </li><li>Conduct site visits, assessing the recreation use and compliance at sites. </li><li>Provide program support during site visits and participate in training efforts. </li><li>Provide subject matter expertise related to grant compliance. </li><li>Perform other duties as assigned </li></ul> <p>Qualifications</p> <p>PREFERENCES:</p> <p>Preference may be given to applicants with one or more years of experience in grant writing and review.</p> <p>KNOWLEDGE:</p> <ul> <li>Knowledge of grants and contracts administration and processes. </li><li>Knowledge of federal and state laws, rules, regulations, policies, and procedures governing the administration of grants. </li><li>Knowledge and experience with federal grant forms. </li><li>Knowledge of cost accounting concepts and the state's accounting system, WOLFS. </li><li>Ability to analyze, interpret, and report data and resolve problems and discrepancies. </li><li>Strong organizational skills and ability to manage time effectively. </li><li>Excellent written, verbal, and interpersonal communication skills. </li><li>Proficient with Microsoft Office Suite, including Word, Excel, and Access. </li></ul> <p>MINIMUM QUALIFICATIONS:</p> <p>None - See "Preferences"</p> <p>Necessary Special Requirements</p> <p>PHYSICAL WORKING CONDITIONS:</p> <ul> <li>The job will be stationed in Cheyenne with required travel to recreation sites around the state. </li></ul> <p>NOTES:</p> <ul> <li>FLSA: Non-exempt </li><li>Must have and maintain a valid driver's license </li><li>Statewide travel is required </li></ul> <p>Supplemental Information</p> <p>024 State Parks & Cultural Resources, Division of State Parks, Historic Sites, Trails, and Outdoor Recreation</p> <p>Clickhere to view the State of Wyoming Classification and Pay Structure.</p> <p>URL:http://agency.governmentjobs.com/wyoming/default.cfm</p> <p>The State of Wyoming is an Equal Opportunity Employer and actively supports the ADA and reasonably accommodates qualified applicants with disabilities.</p> <p>Class Specifications are subject to change, please refer to the A & I HRD Website to ensure that you have the most recent version.</p>
