<p>Kitchell seeks an experienced and dedicated Program Development Manager to join our Southern California region in Pasadena and build a long-term career at one of the most innovative and growth-oriented Construction company in the United States.</p> <p>Duties and Responsibilities</p> <ul> <li>Responsible to prepare and maintain campuswide construction project schedules and budgets for all construction related projects including both new and modernization projects, associated with building out a Facilities Master Plan in the $550M range. </li><li>Plans and coordinates the execution of pre-construction activities associated for all new and modernization projects, for a Community College campus. </li><li>Prepares RFP/RFQ Contract scope for varying disciplines required for implementing the construction projects from a Facilities master Plan. </li><li>Resolves complex planning, design and construction project-related issues, disputes, and disagreements. </li><li>Reports on project budget, schedule, and issues. </li><li>Provides information and analysis of project issues to District and Board representatives. </li><li>Reviews status and overall planning, design and construction project progress relative to construction schedules. </li><li>Reviews project through all development phases, and assesses status, progress and provides potential areas of improvement. </li><li>Coordinates with representatives from various utility and government agencies to obtain timely action on successive phases through project development and completion. </li><li>Assists project team staff with A/E contracts, bid and contract planning. </li><li>Reviews and verifies Design Professional contract scope, fees, and applications for payment, and performs overall fiscal management of multiple projects. </li><li>Provides review and reports over areas of responsibility including project schedules, cost control, dispute resolution, contract administration and quality control, along with recommendations. </li><li>Develops and recommends internal policies and procedures. </li><li>Performs other duties as assigned. </li></ul> <p>Education and Experience</p> <ul> <li>Bachelor's degree in Architecture, Engineering or Construction Management is required. </li><li>10 years of experience managing the planning, design, construction, and coordination of capital projects is required. </li><li>10 years of the above experience in educational facility construction or public works projects is required. </li><li>Experience with scoping and planning of new construction and/or modernization projects is preferred. </li><li>Experience with the Division of State Architect (DSA) construction/design processes is preferred. </li><li>Experience with Sustainability projects is preferred. </li><li>Experience with the development of major facilities (CEQA, agency approvals, and coordination with City and County agencies) is preferred. </li><li>Experience with all different forms of project delivery and procurement methods for DSA public projects is preferred. </li><li>Experience with community engagement processes and strong communication skills, both oral and written is preferred. </li><li>Experience utilizing Building Information Modeling (BIM) is preferred. </li><li>Experience in Formal Construction Partnering is preferred. </li></ul> <p>License and Certifications</p> <ul> <li>A Certified Construction Manager (CCM) credential is preferred. </li><li>A LEED Professional Accreditation is preferred. </li><li>A valid driver's license, with an acceptable motor vehicle record, free from suspensions or restrictions, is required. </li></ul> <p>Travel Requirements</p> <p>These positions are executed on site, in person, at the city of Pasadena, CA.</p> <p>Work Environment</p> <p>While performing the duties of this job, the employee regularly works in an office environment and frequently works in a construction environment. Conditions occasionally include exposure to outdoor elements, hot/cold temperatures, wet conditions, noise, atmospheric conditions, and cramped quarters. The noise level in the work environment is regularly moderate and occasionally loud.</p> <p>Physical Requirements</p> <p>While performing the duties of this job, the position is moderately active and the employee is required to regularly sit, talk or hear and use hands to finger, feel and handle; frequently stand, walk and reach with hands and arms; occasionally climb or balance and stoop, kneel, crouch or crawl. Specific vision abilities required by this job include close vision, distance vision, depth perception and ability to adjust focus. Must frequently lift and or move 5 pounds and occasionally lift and or move up to 20 pounds.</p>
