This position manages the full payroll cycle, including administration, compliance, reporting and financial reconciliation, ensuring payroll is processed accurately and on time in alignment with federal, state and institutional policies, as well as internal audit standards.</p> <p>The Payroll Manager provides leadership and guidance to payroll staff, maintains payroll systems and records, and serves as a subject matter expert on payroll regulations, taxation, benefits deductions, and reporting requirements. This role collaborates closely with Human Resources, Finance, and external agencies to maintain compliance, strengthen internal controls, ensure data integrity and support continuous process improvements across payroll operations.</p> <p>As the Payroll Manager, the individual is expected to demonstrate integrity, attention to detail, and proactive collaboration while promoting equity, inclusion and adherence to institutional values in all payroll practices.</p> <p>Employee Type: Full Time Exempt, Permanent</p> <p>Initial Salary: $72,244.68 (includes 5% King County Premium Pay) County Premium Pay (KCPP)</p> <p>Supervising Position: Assistant Director of Compliance</p> <p>Essential Duties</p> <p>Essential Duties and Responsibilities</p> <ul> <li>Oversee and manage the full payroll cycle for all employee groups, including classified staff, exempt employees, faculty and student workers. </li><li>Ensure accurate and timely payroll processing in compliance with federal, state and institutional policies. </li><li>Review and approve payroll transactions, including salary changes, stipends, overtime, retroactive payments, deductions and additional pay entries. </li><li>Maintain payroll calendars, processing timelines, and employee payroll data, including tax setup, non-resident alien processing, direct deposit and payroll audits. </li><li>Manage time and labor processes, including time sheet validation, exception management, leave processing, unpaid leave, comp time payouts, leave transfers and entitlement balances. </li><li>Monitor and resolve payroll discrepancies to ensure compliance with labor standards. </li><li>Manage specialized payroll processes, including prepay cycles, calendar setup and faculty-specific compensation structures such as summer pay, overload, and supplemental payments. </li><li>Ensure compliance with federal and state payroll laws, tax regulations, labor standards, and collective bargaining agreements, including IRS filings, FLSA, ACA, and Washington State requirements. </li><li>Support internal and external audits by providing documentation, reconciliations, and audit support. </li><li>Maintain payroll systems, monitor processing, generate reports and oversee system upgrades, testing, and enhancements. </li><li>Oversee payroll deductions, retirement contributions, benefits premiums, union dues and voluntary deductions in coordination with HR and benefits administrators. </li><li>Reconcile payroll data with the General Ledger and support salary forecasting, payroll projections, budget analysis and monitoring of funding sources. </li><li>Manage complex payroll scenarios, including retroactive pay adjustments, off-cycle payroll, garnishments, tax levies, overpayment recovery and multi-state reporting compliance. </li><li>Lead and supervise payroll staff, establish standard operating procedures and maintain a collaborative team environment. </li><li>Collaborate with HR, Finance, and other departments to ensure accurate employee data and payroll transactions, assist with budgeting, forecasting, and collective bargaining analysis. </li><li>Identify and implement process improvements to enhance payroll efficiency, internal controls and operational processes. </li><li>Participate in payroll and HR system user groups and remain current on legislative, regulatory and system update. </li><li>Promote an environment supportive of the Cascadia mission and vision. </li><li>Performs other related duties of a similar nature or level as assigned. </li></ul> <p>Education and Experience</p> <p>Minimum Qualifications:</p> <ul> <li>Bachelors degree in Accounting, Finance, Business Administration, or a related field, or equivalent combination of education and experience. </li><li>6 - 8 years of progressive payroll experience, including payroll processing, compliance, and financial reconciliation. </li><li>Experience with payroll or HRIS systems and supervising staff or leading payroll functions. </li><li>Solid understanding of payroll laws, tax regulations, and accounting principles. </li><li>High level of attention to detail, strong analytical and organizational skills. </li><li>Excellent communication and interpersonal skills with a customer service orientation. </li><li>Ability to handle sensitive and confidential information with integrity. </li></ul> <p>Preferred Qualifications:</p> <ul> <li>Knowledge of PPMS and Pay1 payroll systems, HRMS and/or PeopleSoft. </li><li>Experience working in a higher education setting. </li><li>Demonstrated experience implementing a new Enterprise System. </li><li>Experience balancing quarterly tax reports and W-2¿s. </li><li>Advanced knowledge of Microsoft Office Suite </li><li>Demonstrated commitment to diversity, equity and inclusion and the ability to support a diverse workplace and educational environment. </li></ul> <p>Knowledge, Skills, and Abilities</p> <p>Knowledge of:</p> <ul> <li>Federal, state, and local payroll laws, tax regulations, labor standards and collective bargaining agreements. </li><li>Payroll systems and HRIS platforms, including configuration, troubleshooting and reporting. </li><li>Payroll accounting, General Ledger reconciliation and financial reporting principles. </li><li>Internal controls, segregation of duties, audit procedures and compliance best practices. </li><li>Complex payroll processes and employee benefits administration. </li><li>Process improvement, project management and change management principles. </li><li>Best practices for supervising, training, and managing payroll teams. </li></ul> <p>Skills in:</p> <ul> <li>Leading and supervising payroll staff while fostering a collaborative team environment. </li><li>Analyzing complex payroll data and resolving issues proactively. </li><li>Establishing and maintaining strong internal controls and compliance standards. </li><li>Developing and implementing payroll procedures and documentation. </li><li>Interpreting and applying laws, regulations and institutional policies. </li><li>Managing multiple priorities, deadlines, and complex payroll schedules. </li></ul> <p>Abilities to:</p> <ul> <li>Apply expert-level judgment in payroll administration and problem resolution. </li><li>Communicate complex payroll concepts clearly to diverse audiences. </li><li>Lead payroll process improvements, system upgrades, and compliance initiatives. </li><li>Maintain confidentiality and handle sensitive payroll information with integrity. </li><li>Adapt to changing regulations, institutional policies, and dynamic operational environments. </li><li>Demonstrate strong analytical and problem-solving skills. </li><li>Work effectively in ambiguous situations and evolving operational contexts. </li><li>Maintain a professional, positive service attitude, even in high-pressure situations. </li><li>Be self-directed, adaptable, and responsive to new challenges and responsibilities. </li><li>Collaborate productively within a diverse team environment with varied backgrounds and working styles. </li></ul> <p>Working Conditions</p> <ul> <li>Office environment with regular use of payroll and financial systems. </li><li>Occasional extended hours during payroll deadlines or fiscal year-end. </li></ul> <p>Physical Work Environment</p> <p>Semi-Sedentary Work: Involves staying in a stationary position to a significant degree. Jobs are sedentary if moving is required only occasionally and all other sedentary criteria are met.</p> <p>The College is currently in hybrid operations, with many assignments completed in an online environment during this time. Full-time employees are expected to be on-campus at least three (3) days per week with the option to work remotely for the remainder of their working days.
