To plan, develop, organize, and oversee the long-range and day-to-day operation of a comprehensive school-age childcare program consisting of such activities as before and after school care, full day care/camp, and school holiday care/camp for youth 5/12 years of age.</p> <p>DUTIES:</p> <ul> <li>Develops, coordinates, and implements activities, programs, and special events, consistent with program objectives and in accordance with health, safety, and security standards for the School Age Care program. </li><li>Plans, organizes, and directs the activities of the School Age Care program ensuring that the program complies with legal and regulatory requirements and meets customer needs. </li><li>Exercises supervisory personnel management responsibilities. </li><li>Monitors training of staff and volunteers according to established policies and procedures. </li><li>Represents the School Age Care program with a variety of installation and functional area organizations. Incumbent must possess and be able to maintain an appropriate, valid driver's license. An annual driving record check will be required. </li><li>Must be able to obtain and maintain certification for Cardiopulmonary Resuscitation (CPR), First Aid, rescue breathing, and Food Handlers Training. NOTE: You must submit a copy of your transcripts.</p> <p>OR</p> <p>COMBINATION OF EDUCATION AND EXPERIENCE -- Courses equivalent to a major in child or youth development, such as youth recreation, physical education, elementary education, secondary education, child development, psychology, social work, or an equivalent field of study, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study in a child development or youth-related field. NOTE: You must submit a copy of your transcripts.</p> <p>AND</p> <p>In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:</p> <p>SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes advanced knowledge, skills, and abilities to successfully perform the duties of the position. My experience includes professional knowledge of the theories, principles, and techniques of educations and training and of child human growth and development to provide oversight and direct involvement in the School Age Care program, which maintains and improves the physical, social, and mental well-being of young children. Knowledge of learning and recreational activities and services, of participants' interests and needs, and the methods and processes involved in a School Age Care program, which enables me to effectively plan and conduct an enhanced variety of youth activities and services to meet specific needs of the base community. Skill in the effective use and management of financial, physical, and human resources sufficient to plan and carry out a school age program which meets the needs of the participating community.</p> <p>FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.</p> <p>KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:</p> <ul> <li>Professional knowledge of child and youth development theory, methodology, and practices relating to physical, emotional, cognitive, and social development of children and youth. </li><li>Knowledge of DoD certification, Boys and Girls Clubs and America (BGCA), 4-H, and Counsil on Accreditation (COA) standards. </li><li>Knowledge of safety and security regulations, practices, and procedures including the National Fire Protection Association. (NFP), Occupational Safety and Health Administration (OSHA), Food Services regulations, Environmental Protection Agency (EPA) regulations and requirements, and Consumer Product Safety Commission (CPSC) Playground guidelines. </li><li>Skill in compiling and composing both quantitative and narrative reports, based on analyzing data and circumstances. </li><li>Ability to plan, organize, and direct the functions and staff of small to large sized organization. </li><li>Ability to communicate effectively, both orally and in writing. </li></ul> <p>PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.</p> <p>VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
