<p>Hiring Range: $69530.00 to $112986.00</p> <p>Full Time or Part Time: Full_Time</p> <p>Additional Detail</p> <p>Description for Candidates:</p> <p>Provide support in the oversight and governance of the Construction Engineering and Inspection (CEI) Program, supporting all nine VDOT Districts in the full procurement lifecycle and play a dynamic role in Contract Administration. This position will act as a high-level subject matter expert and play a central role in collaborating with Industry and fostering strong working relationships with the Districts and our partners.</p> <p>How you will contribute:</p> <p>Contract Administration: Coordinate and analyze feedback on contracts. Recommend default action or contract cancellation and find alternative services. Serve as contract administrator or designate a contract administrator to ensure terms and specifications and scope are met. Serve as liaison between vendors and users.Contracts and Documentation: Assist users in selecting best procurement methods and documentation requirements. Make contract documents available to users and determine appropriate goods and services for term contracts. Provide guidance to end users on contract related discrepancies.Guidance: Provide guidance to cross functional teams, guiding the development of CEI services contract requirements, terms and conditions, and the lead the selection processes for the VDOT. Analyze and evaluate complex and/or high volume of procurements, communicate results, and make recommendations and decisions in partnership with internal/external stakeholders, subject matter experts, and Office of the Attorney General (OAG). Assist with guiding leadership and executives and maintaining effective working relationships with stakeholders and all levels of employees. Build partnerships, instills trust, and works collaboratively with others to meet shared objectives.Procurement of Professional Services: Provide procurement and contracting of professional services supporting all nine VDOT Districts in all aspects of the procurement lifecycle. Act as a high-level subject matter expert throughout the full lifecycle of CEI procurements. Spearhead efforts in planning, procurement assistance, training development, and technical support for all nine Districts and Central Office staff. Develop and provide oversight for contract administration for CEI services contracts including maintaining, developing policy and procedures in accordance with applicable laws and policies. Collaborate with Industry stakeholders to foster strong working relationships with the Districts and our partners and to provide transparency, innovation, and successful project outcomes. Practices good business acumen interpreting and applying understanding to make continual service improvements and better business decisions.</p> <p>What will make you successful:</p> <p>Ability to communicate effectively orally and in writing.Ability to operate in an independent manner to achieve objectives as a team leader for improvements in efficiency and effectiveness in procurement and material management.Ability to plan, organize and prioritize work.Ability to provide thorough procurement oversight and guidance to customers and ensure compliance with laws, policies and procedures.Ability to use logic and reasoning to identify strengths and weaknesses of alternative solutions to problems.Knowledge of contract administration policies and procedures.Knowledge of federal, state and local procurement laws, regulations, policies and practices.Knowledge of the principles, practices and techniques of large scale governmental procurement.Knowledgeable in procurement activities such as competitive sealed bidding, competitive negotiation processes associated with commodities and professional and non-professional services.Skill in preparing contract documents and procurement documentation.Skill in the use of computers and software applications.</p> <p>Minimum Qualifications:</p> <p>Ability to build partnerships and works collaboratively with others.Ability to collect, compile, and accurately analyze information.Ability to communicate effectively orally and in writing.Ability to manage multiple assignments, organize work, and coordinate activities across a diverse group of people.Knowledge of Construction and/or Construction Engineering and Inspection.Knowledge of FOIA principles related to contract activities.Knowledge of Federal statutory requirements related to procurements and contract administrationKnowledge of state and federal procurement policies and procedures.Knowledge of statewide central electronic procurement systems, financial systems, data warehouse management systems, and advertising platforms.Knowledge of the Code of Virginia and the Virginia Public Procurement Act (VPPA).Knowledge of the principles and practices of contract administration and contract management.Skill in Microsoft Office (e.g. MS Word, MS Excel, MS PowerPoint, MS Outlook, MS Teams), and Adobe Acrobat Pro.</p> <p>Additional Considerations:</p> <p>A combination of training, experience, or education in Construction, Construction Engineering and Inspection, Procurement or related fields.Experience managing procurement of professional services for a large, diverse business organization.Possession of Virginia Contracting Associate (VCA) certification.</p> <p>Click below to learn more about the Competency Model associated with this Position:</p> <p>Competency Model</p> <p>Physical Requirements</p> <p>VDOT employees must abide by VDOTs Code of Ethics and the Commonwealths Standards of Conduct.</p> <p>VDOT Code of Ethics</p> <p>Standards of Conduct</p>
