This role is responsible for independently operating and overseeing all quality control (QC) laboratory functions for Hot Mix Asphalt (HMA) and Warm Mix Asphalt (WMA) produced at this FDOT-certified facility.This role ensures strict compliance with Florida Department of Transportation (FDOT) Standard Specifications, FDOT Section 320, the FDOT Materials Manual (FM 5-Series), applicable AASHTO/ASTM test methods, and the plant's Quality Control Plan (QCP).</p> <p>The position does not have direct reports. The manager performs all daily QC testing, documentation, mix verification, equipment upkeep, and plant coordination personally. This role is critical to maintaining FDOT compliance, production quality, and consistent asphalt performance for all FDOT and commercial projects served by the Vero Beach location.</p> <p>Responsibilities</p> <p>FDOT Compliance & Quality Control</p> <ul> <li>Perform all laboratory testing in accordance with FDOT FM 5-Series, FDOT QC/QA requirements, and the plant's approved QCP. </li><li>Test asphalt mixtures for AC content, gradation, volumetrics, RICE, compaction, moisture, and other FDOT-required parameters. </li><li>Verify that production asphalt meets FDOT Job Mix Formula (JMF) requirements at all times. </li><li>Complete and submit all required FDOT documentation, including Daily QC Reports, plant logs, density correlations, VMA/air void summaries, calibrations, and Verification/IA support documents. </li><li>Maintain audit readiness for FDOT plant inspections and proficiency sample programs. </li></ul> <p>Laboratory Operations & Equipment</p> <ul> <li>Manage daily testing workflow and sample tracking independently. </li><li>Maintain and operate all laboratory testing equipment, ensuring each item remains FDOT-certified, calibrated, and in proper working condition. </li><li>Maintain all sample retention, chain-of-custody documentation, and secure storage procedures per FDOT requirements. </li><li>Keep the QC lab clean, safe, organized, and compliant with both FDOT and OSHA standards. </li><li>Immediately identify and address out-of-tolerance test results or production concerns, notifying the Plant Manager as needed. </li></ul> <p>Mix Design Implementation & Production Support</p> <ul> <li>Review and apply FDOT-approved JMFs to verify production compliance. </li><li>Monitor production trends and assist the Plant Manager with real-time recommendations for mix consistency (e.g., moisture adjustments, burner settings, baghouse fines, RAP/RAS ratios). </li><li>Support paving crews by coordinating density and quality feedback during active FDOT work. </li></ul> <p>Reporting & Communication</p> <ul> <li>Communicate all QC findings, risks, and non-conformance issues to the Plant Manager and Regional QC Manager. </li><li>Participate in production and QC meetings, providing clear updates and trend insights. </li><li>Interact with FDOT representatives professionally during Verification, IA, and audit activities. </li></ul> <p>Qualifications</p> <p>Required</p> <ul> <li>FDOT Asphalt Plant Level II Certification (or ability to obtain within defined onboarding timeline). </li><li>Minimum 3 years of asphalt QC or construction materials testing experience. </li><li>Strong working knowledge of FDOT Section 320, FM 5-Series, AASHTO/ASTM testing, and FDOT QC/QA procedures. </li><li>Ability to independently run an FDOT asphalt laboratory without a supporting team. </li><li>Computer proficiency, including Excel, FDOT MAC systems, QC data software, and electronic reporting. </li><li>Ability to lift 50 lbs., work in heat, stand for long periods, and perform duties in an active asphalt plant environment. </li></ul> <p>Preferred</p> <ul> <li>Additional FDOT certifications (Asphalt Paving I/II, Earthwork, etc.). </li><li>Experience managing FDOT plant audits, Verification, and IA processes. </li><li>Knowledge of RAP/RAS operations, plant production controls, and mix optimization. </li></ul> <p>Benefits offered by OHLA USA:</p> <ul> <li>Medical, Dental, & Vision Insurance </li><li>Short- and Long-Term Disability & Life Insurance </li><li>401(k) retirement plan with employer matching </li><li>Tuition Reimbursement after 1 year of employment </li><li>Personal Time Off Program (PTO) </li><li>Engaging work environment </li><li>And much more!! </li></ul> <p>To learn more about OHLA USA, visit our website www.ohla-usa.com/</p> <p>OHLA ADA Message: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
