<p>Job Responsibilities</p> <p>IT Business Management Director</p> <p>The Department of Administration's (Admin) Office of Technology and Information Services is the state's central provider of IT services to state government agencies. We are seeking a talented IT Business Management Director to join our team. In this role you will ensure alignment of IT services with the state's strategic priorities, promote transparency and accountability in IT shared services delivery, and provide leadership in optimizing the value of IT resources across state agencies. Success in this position is defined by transparent and effective IT business operations, accountability in value realization for customers in IT service delivery, and support of statewide digital transformation goals. This position will work closely with Admin project management, operational, finance, and procurement teams.</p> <p>This position is onsite in beautiful Columbia, South Carolina.</p> <p>Responsibilities of the IT Business Management Director:</p> <ul> <li>Oversee the execution of administrative functions of IT in direct support of the Chief Information Officer. Conduct extensive coordination with all functions of Admin's Department of Technology Operations (DTO) including finance, procurement, program management, project management and other operational units. </li><li>Oversee process efficiency initiatives and participate in project portfolio planning including statewide initiatives. Provide executive ready reporting related to operational efficiency, cost savings, and overall performance. </li><li>Work directly with matrixed teams to accomplish complex and time sensitive tasks. Provide recommendation and reinforce decision making aligned with Admin, state leadership, Information Technology strategy, applicable provisos, and executive orders. </li><li>Work directly with vendor partners and state resources to accomplish favorable outcomes for Admin and the State of South Carolina. Determine critical key outcomes and drive to those identified outcomes on behalf of the Chief information Officer. </li><li>Implement a process improvement function for Admin DTO by establishing a framework for optimization, quality control, and the use of established reporting to drive organizational change. Identify process and operational gaps and provide solutions for remediation. </li><li>Other duties as assigned. </li></ul> <p>Minimum and Additional Requirements</p> <ul> <li>A bachelor's degree in communications, business administration, information technology, mathematics, statistics, management information science, or a related field. An equivalent combination of education and relevant experience may be substituted for the degree on a year-for-year basis. </li><li>Six (6) years of experience in a similar role, with three (3) of those years being in a leadership capacity. </li><li>Demonstrated experience in budgeting, financial planning, process improvement, enterprise reporting as well as direct experience overseeing large-scale projects with vendor involvement. Experience dealing with complex procurements is required. </li></ul> <p>Additional Requirements:</p> <ul> <li>Employee must know, understand, support, and implement Admin's mission, goals, and objectives. </li><li>Knowledge of South Carolina government's budgeting, financial, and procurement principles and practices. </li><li>Project Management Principles using waterfall methodologies. </li><li>Knowledge of vendor management best practices. </li><li>Advanced knowledge of strategic planning, complex reporting and the ability to communicate verbally and in writing at all levels of an organization. </li><li>Skilled in analyzing and interpreting financial and operational data to support decision-making. </li><li>Demonstrated skill in developing clear, compelling reports and dashboards for executive audiences. </li><li>Skilled in building consensus and fostering collaboration across diverse stakeholder groups. </li><li>Ability to quickly learn OTIS business processes and the shared services operation to assist in business optimization. </li><li>Establish and maintain congenial working relationships with users, technical staff, management, vendors, and others. Balance strategic vision with </li></ul> <p>operational execution.</p> <ul> <li>Position may be required to report to work during emergency situations. </li><li>Position may be required to work evenings and weekends. </li></ul> <p>Applicants indicating college credit or degree(s) on the application may bring a copy of college transcript to the interview.
