<p>Job Overview</p> <p>This position has multifunctional supervisory responsibilities; cross-trained and certified in all operational or customer service functions, including training, safety, and equipment maintenance. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below:</p> <ul> <li>Supervises assigned staff; monitors field operations to ensure exceptional transportation service is provided for seniors, persons with disabilities, and the transportation disadvantaged; ensuring compliance with Federal, State, and local requirements. </li><li>Scheduling, assigning, and reviewing work; providing training and counseling; and evaluating performance. Monitors performance using performance metrics, reports, and field and side-by-side observations. Conducts evaluations and uses coaching and progressive discipline to address employee performance or behavioral issues. </li><li>Participates in recruiting, interviewing, and onboarding process. </li><li>Investigates complaints, incidents, and service issues at the supervisory level. Develops and implements corrective action plans to help resolve safety and service concerns. </li><li>Coordinates with internal staff and local community agencies and partners to ensure services are properly delivered and needs are being met. </li><li>Ensures required reports are prepared and submitted timely and maintains documents and files. </li><li>Provides back-up coverage for other Supervisors/Managers and staff based on operational needs. </li><li>Coordinates emergency/disaster services as a Transportation Coordinator at the Emergency Operations Center when activated which includes transportation services for special needs evacuation and dialysis transportation. </li><li>Performs other related duties as required. </li><li>Conducts initial training program for new employees, instructing and certifying operators based on current curriculum training plans. </li><li>Conducts recurring, refresher and reinforcement training and assists in the development of the Annual Training Plan to address identified trends and training needs for the Operations section. </li><li>Maintains detailed training records for State and Federal compliance reviews. </li><li>Reviews and verifies completed trips in the scheduling software. </li><li>Reviews Operator driving behaviors to ensure on-time performance standards and proper delivery of service. </li><li>Performs Safety Coordinator functions and is responsible for daily safety adherence as outlined in the System Safety Program Plan. Responds to and investigates employee passenger and vehicle accidents/incidents, reported safety concerns, and helps develop comprehensive resolutions. Makes training recommendations for reinforcement training and the annual training plan. </li><li>Performs Vehicle Maintenance Coordinator functions and is responsible for ensuring that daily vehicle safety inspections are properly performed. </li><li>Coordinates vehicle maintenance and services with Fleet Management; reviews daily vehicle safety inspection reports; responds to vehicle breakdowns; and ensures adequate vehicles are available for service. </li></ul> <p>Job Specifications</p> <ul> <li>Knowledge of supervisory and team development functions; monitoring and tracking job performance; teaching, coaching, and mentoring. </li><li>Ability to learn and understand duties of other staff to provide appropriate coverage. </li><li>Skilled at conducting interviews, counseling sessions, and administering corrective action/discipline. </li><li>Knowledge of the functions, activities, and requirements of Human Services, Demand Response, or Paratransit type transportation programs that provide services for seniors and people with disabilities. </li><li>Ability to effectively plan, organize, supervise others and lead a functioning team; ability to evaluate and correct the performance of others; solve problems, anticipate needs and make sound and timely decisions; and effectively handle changing priorities and tasks. </li><li>Ability to provide exceptional customer care and apply conflict resolution skills. </li><li>Ability to proof own work and that of others. </li><li>Ability to develop effective work procedures and standards. </li><li>Ability to prepare and maintain records and reports. </li><li>Active listening skills; ask intelligent questions to foster understanding when addressing issues. </li><li>Ability to communicate effectively and persuasively with others, both verbally and in writing. </li><li>Ability to work effectively, independently, and collaboratively in a team environment. </li><li>Ability to be flexible with shift work and be on-call as operationally necessary. </li><li>Skilled in using transit type scheduling and dispatching software, PC applications, and office software such as Word, Excel and power Point. </li><li>Skilled in various training methods. </li><li>Knowledge of applicable transit training standards and training techniques. </li><li>Knowledge of safety standards to include accident investigation techniques, knowledge of basic vehicle maintenance inspections and mechanical functions. </li><li>Skilled in providing transportation for individuals with special needs to include properly operating specialized vehicles, providing passenger assistance, and securing mobility devices. </li><li>Ability to operate a paratransit vehicle and cover operator routes as needed. </li><li>Ability to maneuver and tie down wheelchairs up to 600lbs. </li></ul> <p>Physical Requirements:</p> <ul> <li>These duties are performed in a field and office environment; sitting; use of hands and fingers, able to bend, reach, stoop, push and pull and or walk for extended periods of time. </li><li>Requires ability to lift, push, pull, assist passengers, and secure wheelchairs and lift a minimum of 50 lbs. </li><li>Ability and willingness to perform physically demanding work outdoors in a sub-tropical climate under adverse weather conditions. </li></ul> <p>Work Category:</p> <ul> <li>Heavy work -Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds or force frequently, and/or up to 20 pounds of force constantly to move objects. Maneuvering wheelchairs up to 600lbs. </li></ul> <p>Minimum Qualifications Required</p> <ul> <li>Graduation from an accredited four-year degree granting college or university; AND </li><li>Two years of experience directly related to the position duties, two years of which must have been in a supervisory or lead worker/team leader capacity; OR </li><li>An equivalent combination of education (not less than a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above. </li><li>Possession of Florida Driver License; AND </li><li>Pass a Florida Department of Transportation (FDOT) prescribed physical examination, have a satisfactory driving record, and pass a background review prior to employment </li></ul> <p>Emergency Management Responsibilities</p> <p>In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.</p> <p>Additional Job Requirements</p> <p>A department, depending on the nature of its mission and operations, may require that employees in all or certain positions in this job classification:</p> <ul> <li>Maintain the ability to pass the background checks required for the position. These background checks may include but are not limited to: </li><li>Criminal History Background Check using Florida Department of Law Enforcement (FDLE) Criminal Justice Information Services (CJIS) </li><li>Level 1 and Level 2 Background screening (Ch. 435 Florida Statutes) </li><li>Child Abuse, Abandonment and Neglect Record Check using the State Automated Child Welfare Information System (SACWIS) </li><li>Sex Offender and Sexual Predator record check using the list maintained by the Florida Department of Law Enforcement (FDLE) </li></ul> <ol start="2"> <li>Possess the necessary job-related license(s) or certification(s) that may include possession of a Florida Driver License (Class E) or an applicable Commercial Driver License (CDL) </li></ol>
