<p>Job Responsibilities</p> <p>This position is located within the Insurance Reserve Fund Division of the State Fiscal Accountability Authority (SFAA)</p> <p>The incumbent will, under limited supervision, manage the strategic and daily financial, budget, and procurement activities of the Insurance Reserve Fund (IRF) and the Second Injury Fund (SIF) in a manner that ensures overall success and enhancement of major program components. Manages the financial functions of the IRF and the SIF. Manages operational budget of $7 million. Oversees the monthly reconciliation of IRF premiums of over $100 million to ensure that bills are accurate, payments are received and recorded accurately and quickly. Oversee the reconciliation of the SIF claims and expenses. Procures critical services and products for the IRF in compliance with the SC Consolidated Procurement Code and agency policies and procedures to ensure that there is no lapse in service or coverage.</p> <p>Maintains all documentation of contract terms and timelines in order to keep the Director and Assistant Directors apprised of critical dates and upcoming expenditures. Ensures that mandatory financial reports to the National Association of Insurance Commissioners, SC Department of Insurance, and the State Auditor's Office are accurate, complete, and within deadlines. Manages the IRF Business Unit.</p> <p>Acts as the human resources liaison for the Insurance Reserve Fund; serving as a point of contact between the SFAA Office of Human Resources and IRF for all HR related issues.</p> <p>Coordinates and facilitates the strategic process by working with key staff and managers to identify the key goals for the IRF. Completes other duties as assigned.</p> <p>Minimum and Additional Requirements</p> <p>A bachelor's degree and five (5) years of business experience in state government (Accounting, Finance, Budgeting or Business Management).</p> <p>Preferred Qualifications</p> <p>A degree in accounting, finance or related field is preferred. Five (5) years of experience in any of the following, management, finance, accounting, and budgeting principles and procedures. Experience working in governmental procurement and the State accounting system.
