This includes the administration of the Colorado Indigent Care Program established by the Reform Act for the Provision of Health Care for the Medically Indigent, Section 25.5-3-101, et seq., C.R.S.; the administration of the Primary Care Fund, established through Section 21 of Article X of the State Constitution and Section 25.5-3-301, et seq., C.R.S.; the administration of the Old Age Pension Health and Medical Care Fund established through Article XXIV of the Colorado Constitution and Section 25.5-2-101, et seq., C.R.S; the administration of the Medicaid School Health Services Program established by Section 25.5-5-315, et seq., C.R.S.; the administration of the Hospital Provider Fee Model and the Hospital Provider Fee Advisory and Oversight Board established by the Colorado Health Care Affordability Act, Section 25.5- 4-402.3, et seq., C.R.S.; the administration of the Nursing Facility Provider Fee Model established by Section 25.5-6-202, et seq., C.R.S.; the administration of the Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID) provider fee established by Section 25.5-6-204, et seq., C.R.S.; and administration of the Colorado Dental Health Care Program for Low-Income Seniors established by Section 25.5-3-401, et seq., C.R.S. In addition, the work unit researches methods for leveraging federal funds, and funds from other sources, to offset the expenditure of State General Funds to maintain or increase reimbursement levels to qualified medical providers.</p> <p>The Provider Fee Unit exists to analyze, calculate, determine, and publish provider fee and supplemental payment rates for hospitals, nursing facilities, ICF/IID facilities, and to calculate corresponding upper payment limits, Disproportionate Share Hospital limits and payments, nursing facility minimum wage supplemental payments, and to calculate per diem nursing facility rates.</p> <p>We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Specific discussions about the schedule will be discussed during the offer stage. </p> <p>Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment. </p> <p>The Finance Office welcomes your interest in the Provider Fee Analyst Intern position!</p> <p>Responsibilities in this position include:</p> <ul> <li> <p>Intern to gain knowledge, skills and experience with Medicare cost principles related to upper payment limits and provider fee calculations for hospital and nursing facility supplemental Medicaid payments calculated by the Special Financing Division and upper payment limit demonstrations that must be submitted to CMS. </p> </li><li> <p>Work closely with senior analysts and management in gathering and inputting data and performing calculations as directed by others in the Division or in Standard Operating Procedures maintained by the Division. </p> </li><li> <p>Gain a working knowledge of annual data submitted by hospitals providers in order to assist senior analysts and management in ensuring the data used for hospital provider fees and supplemental payments is reasonable. </p> </li><li> <p>Gain a broader exposure to special projects common in the Section and may be called upon to work with others in obtaining relevant data, preparing useful databases, analyzing data, applying appropriate mathematical, statistical or regression techniques, and reporting findings to management.</p> </li></ul> <p>The training regimen of this entry level position includes learning how to: 1) Calculate supplemental payments that are in accordance with Colorado's State Plan, state statute, and federal laws and regulations. 2) Prepare upper payment limit demonstrations that meet the CMS guidelines. 3) Assist in reviewing accuracy of data reported by providers. 4) Gather appropriate data, analyze it, and report concise, meaningful findings to management or others in the Division.</p> <p>Although the position class title is "intern", please note that this is a full-time position.</p> <p>Residency Requirement: </p> <p>This posting is only open to residents of the State of Colorado at the time of submitting your application. </p> <p>Class Code & Classification Description: (New)</p> <p>H8G1IXRATE OR FINANCIAL ANALYST INTERN</p> <p>MINIMUM QUALIFICATIONS:</p> <p>Experience Only:</p> <p>Four (4) years of relevant experience in an occupation related to the work assigned to this position</p> <p>OR</p> <p>Education and Experience:</p> <p>Bachelor's degree from an accredited institution in Finance, Economics, Healthcare Administration, or Mathematics or related to the work assignment.</p> <p>Preferred Qualifications:</p> <ul> <li> <p>Proficiency with Microsoft Office and Google Suite software packages</p> </li><li> <p>Proficient or expert Microsoft Excel skills including proficiency with complex formulas, pivot tables, macros, and data validation</p> </li><li> <p>Proficient Tableau skills to visualize data effectively</p> </li><li> <p>Strong analytical and problem-solving skills</p> </li><li> <p>Excellent verbal and written communication skills, including proven ability to explain complex analysis to a lay audience</p> </li><li> <p>Strong organizational skills, time management, and the ability to work both independently and as part of a team</p> </li></ul> <p>DEFINITION OF PROFESSIONAL EXPERIENCE: Professional experience is defined as experience that may include: independent judgment and discretion in performing work duties, a level of specialized knowledge, in-depth work requirements such as data gathering, analysis and interpretation, customer service across a broad range of individuals including key personnel, and/or individual accountability for results.</p> <p>CONDITIONS OF EMPLOYMENT:</p> <ul> <li> <p>All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.</p> </li><li> <p>Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application. </p> </li></ul> <p>Appeal Rights:</p> <p>An applicant who has been removed from an employment list or removed from consideration during the selection process may request a review by the State Personnel Director.</p> <p>As an applicant directly affected by the results of the selection or comparative analysis process, you may file a written appeal with the State Personnel Director.</p> <p>Review of the completed, signed and submitted appeal will be timely on the basis of written material submitted by you, using the official appeal form signed by you or your representative.
