<p>Position currently qualifies for a telework option. Telework options are subject to change at the discretion of management.</p> <p>This position is assigned to the Property and Construction Division. The Property and Construction Division provides support to all of the Department's divisions in the areas of management of real property assets, capital improvement programs and oversight of all property and construction operations and services. </p> <p>This position is responsible for the administrative, fiscal, purchasing, human resource management and general support operations of the Division under the supervision of the Division Director. Primary duties include the management of the Department's Capital Improvement Program Budget. Management of the capital improvement program budget includes knowledge of funding source of all funds within the Capital Improvement Program and the specific requirements of the funding for each; whether that is from appropriation, repair and renovation, bonds, grants, etc.; and the processes for acquiring the funds and/or reimbursements and frequent interaction with the Department's Budget and Finance Division and the North Carolina Office of Budget Management. This position verifies that all contracts and documentation are correct and all specific rules, regulations and laws governing the Capital Improvement Program are followed. Additionally, this position develops final proposals for continuation and expansion requests; advises management on work planning, organizational design, records retention, and human resources administration in accordance with applicable state statutes; manages the division's business and fiscal services and programs; and is a key participant in the division's strategic planning and forecasting. This position will represent the Division on Department committees as assigned.
