At the?Virginia Department of Transportation (VDOT), we have something for you.</p> <p>The Central Office Financial Planning Division represents a collection of experts who understand the intricacies of the Commonwealth's financial management of transportation spending. What makes working here fulfilling is its proximity to the seat of state government where laws are made, programs are created, and solutions are designed.</p> <p>To be successful, a Financial Budget Analyst must communicate effectively, collaborate well, be customer-focused, value differences and be a nimble learner. ?Are you ready to be VDOT's next Financial Budget Analyst?</p> <p>Responsibilities include:</p> <p>Training and Development: Develop, assist and conduct training sessions for divisions and districts regarding budget procedures and budget monitoring. Work to educate VDOT staff statewide in financial matters through formal and informal training.</p> <p>Capital Outlay Program Management: Work with the Department of Planning and Budget and other Divisions within VDOT on the capital outlay budget process. Review VDOT's six-year capital outlay financial plan and budget process as required.</p> <p>Budget Process Management and Monitoring: Contribute to the development of the biennial budget. Manage the development of administrative budgets for the agency. Monitor, evaluate and perform analysis to report periodic status of budget performance. Assist in the development of the annual administrative budgets for assigned organizations and programs from preparation through publication. Review budget submissions for compliance with budget guidelines. Prepare budget documents and presentations for the agency management to enable decision making. Work with other analysts in the division to reflect the agency budgets within the Cardinal System.</p> <p>Financial Management Analysis: Perform financial analyses for programmatic and policy issues. Prepare agency legislative impact statements. Analyze financial data and extract and define relevant information. Interpret data for the purpose of determining past financial performance, and to project future financial outcomes. Review and prepare accounts payable vouchers accurately and in a timely manner for payable relationships with other state agencies. Prepare and conduct presentations for staff at various levels.</p> <p>Budget vs. Actual Monitoring: Monitor budgets and spending activity, communicate deviations between approved budgets and actual performance, and propose recommendations for spending adjustments or reallocations when appropriate. Prepare budget status reports on an ongoing basis that communicate to agency management the status and condition of funds and the current year's budget. Track agency appropriations, allocations and the expenditures utilizing various financial programs such as CARS, Cardinal and the Performance Budgeting System. Prepare budget execution adjustment transactions and monitor status. Prepare and maintain appropriation and budget reconciliation throughout the year for internal division tracking.</p> <p>Minimum Qualifications</p> <ul> <li>Knowledge of State government operations. </li><li>Ability to prepare, conduct presentations and meetings. </li><li>Skill in the use of computers and software applications to include MS Office suite and internet financial systems. </li><li>Ability to demonstrate problem solving skills. </li><li>Knowledge of the principles and practices of policy analysis, legislative practices, budget development, execution, evaluation and of financial planning. </li><li>Ability to assemble, analyze, reconcile, monitor budget and financial transactions; interpret financial data and prepare financial reports. </li><li>Ability to query, review historical data, analyze, coordinate and propose financial budgets for a large organization, using multiple financial resources. </li><li>Ability to communicate effectively orally and in writing with diverse audiences to include team members. </li><li>Knowledge of Generally Accepted Accounting practices. </li><li>Skill in providing and promoting good customer service to internal and external customers. </li></ul> <p>Additional Considerations</p> <ul> <li>Experience conducting independent, complex technical policy and program analysis; managing capital outlay financial planning and budgetary processes and working effectively with complex programs and financial plans and operations. </li><li>Skill in the use of financial management systems, including the ability to develop and execute data queries, and assemble, analyze, reconcile, and interpret financial information. </li><li>A combination of training, experience or education in Accounting, Public Administration, Finance or related field desired. </li></ul> <p>Special Instructions</p> <p>You will be provided a confirmation of receipt when your application and/or résumé is submitted successfully.
