The Department of Workforce Services is crucial to the health of the State." </li></ul> <p>Human Resource Contact: kelly.gayer@wyo.gov</p> <p>ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.</p> <p>Responsibilities:</p> <ul> <li>Apply in-depth knowledge of State and Federal governmental accounting principles, concepts, practices, and methods. </li><li>Review and approve expenditures in the state accounting system, WOLFS. </li><li>Prepare federal and state expenditure reports and ensure compliance with grant regulations. </li><li>Prepare budget information for grant applications, perform budget modifications, and track expenditures against grants and programs. </li><li>Perform federal reporting requirements for Disability Determination Services (DDS)/Occupational Safety and Health Administration (OSHA), including annual, quarterly, and monthly reports. </li><li>Develop Annual and Quarterly Spending Plans for DDS/OSHA. </li><li>Reconcile financial reports, revenue, cash receipts, and budgets in WOLFS. </li><li>Ensure monthly drawdown of DDS/OSHA federal funds complies with federal grant regulations and the Cash Management Improvement Act (CMIA). </li><li>Oversee purchasing, accounts payable, fixed assets, and indirect costs for DDS/OSHA federal awards. </li><li>Conduct post-audit reviews and approvals for interfaces; assist with audits and year-end reporting. </li><li>Act as a subject matter expert, assisting accounting staff to resolve issues and errors; provide training on payment processing and fiscal duties. </li></ul> <p>Additional Responsibilities:</p> <ul> <li>Monitor expenditures, encumbrances, revenue, and budgets in WOLFS for the Workers' Compensation Program (WC). </li><li>Reconcile budgets and perform post-audit reviews and approvals for WC payments. </li><li>Assist with audits and year-end reporting for WC; ensure adherence to State and Federal regulations. </li><li>Review fiscal policies and procedures, making recommendations for operational improvements. </li><li>Prepare, analyze, and interpret fiscal information; conduct special studies as needed. </li></ul> <p>Qualifications</p> <p>PREFERENCES:</p> <p>The ideal candidate will:</p> <ul> <li>Possess a positive attitude </li><li>Demonstrate strong attention to detail. </li><li>Have a desire to learn and grow within the role. </li></ul> <p>KNOWLEDGE:</p> <ul> <li>Knowledge of principles, concepts, practices, methods, and techniques of State and Federal governmental accounting, fiscal controls, and fiscal accounting. </li><li>Knowledge of and ability to create and edit programs and use of office software programs such as Excel, Access, Word, PowerPoint, etc. </li><li>Knowledge of State Accounting Systems (WOLFS) </li><li>Skills in time management and workload prioritization </li><li>Skills in analysis and decision-making </li><li>Skills in problem solving </li><li>Ability to analyze financial reports and identify errors. </li><li>Ability to train personnel in various programs and accounting systems. </li><li>Ability to work effectively with staff in the Division, Department, and other state and federal agencies. </li></ul> <p>MINIMUM QUALIFICATIONS:</p> <p>Education:</p> <p>Bachelor's Degree (typically in Finance)</p> <p>Experience:</p> <p>0-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant</p> <p>OR</p> <p>Education & ExperienceSubstitution:</p> <p>4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant</p> <p>Certificates, Licenses, Registrations:</p> <p>None</p> <p>Necessary Special Requirements</p> <p>PHYSICAL WORKING CONDITIONS:</p> <ul> <li>This position takes place in an average work environment. </li></ul> <p>NOTES:</p> <ul> <li>FLSA: Non-Exempt </li><li>The Wyoming Department of Workforce Services (DWS) uses E-Verify, an Internet-based system, to confirm the eligibility of all newly hired employees to work in the United States.
