<p>Description and Functions</p> <p>Open Until Filled</p> <p>GENERAL DESCRIPTION:</p> <p>Shape Wyoming's Future - Environmental Specialist Opportunity</p> <p>Step into a role where your expertise directly influences the balance between progress and preservation across Wyoming. We are seeking a driven Environmental Specialist to support highway and transportation projects statewide, ensuring development moves forward responsibly and in full compliance with federal environmental standards.</p> <p>In this position, you will prepare environmental documentation in accordance with federal guidelines for WYDOT projects, playing a key role in keeping critical infrastructure initiatives on track. You will manage the NEPA database, carefully tracking Categorical Exclusions and overseeing the NEPA process to meet Federal Highway Administration auditing requirements tied to 326 NEPA Assignment Authority.</p> <p>Your work will draw on a strong understanding of NEPA and related environmental laws, including the Clean Water Act, the Endangered Species Act, the National Historic Preservation Act, and Section 4(f). You will collaborate with internal teams and coordinate with state and federal agencies, ensuring that every project reflects both regulatory compliance and environmental stewardship.</p> <p>This role offers the opportunity to contribute to projects that shape communities while protecting Wyoming's natural and cultural resources. Explore our Total Compensation Calculator: https://compensationcalculator.wyo.gov</p> <p>Human Resource Contact: 307-777-4356</p> <p>ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.</p> <ul> <li>Prepares Categorical Exclusion documents (CE 1, 2, and 3) in compliance with the National Environmental Policy Act (NEPA) and in accordance with Federal Highway Administration (FHWA) and Section 326 State NEPA Assignment authority rules to enable expenditure of federal funds for highway projects in Wyoming </li><li>Reviews other NEPA documents, such as Environmental Assessments and Environmental Impact Statements, produced by consultants or other entities </li><li>Analyzes various environmental impacts on multiple projects across the State to ensure compliance with NEPA documents </li><li>Coordinates and communicates with WYDOT District and Program staff to accurately incorporate highway information into NEPA documents </li><li>Attends project-related meetings and travels as needed within the state </li><li>Tracks all assigned project schedules through the WYDOT PCS program to ensure deadlines are met on assigned projects. Ensure project coding is updated. Documents project updates in the ES database, so staff are informed of project status and issues </li><li>Keeps the State Environmental Services Manager and Project Delivery Supervisor fully aware of project status </li><li>Develops and manages a database to track activities for NEPA CE assignment (23 U.S.C. 326) </li><li>Participates in advisory groups and other project-related technical groups </li><li>Assists with the management of public meetings/hearings (i.e. location, displays, announcements, meeting contents, public comments) between consultants and 5 district personnel </li><li>Provides project-related documentation to consultants to prepare environmental documents </li></ul> <p>Qualifications</p> <p>KNOWLEDGE:</p> <ul> <li>Ability to communicate and resolve conflicts </li><li>Ability to manage multiple projects at the same time </li><li>Ability to work under tight deadlines </li><li>Knowledge of the National Environmental Policy Act, Skill in oral and written </li><li>Ability to work independently or as a team </li><li>Time management skills </li><li>Skills in the use of personal computers for word processing, database and spreadsheet applications, query and mapping from GIS databases </li><li>Skills in proofreading and editing documents </li><li>Willingness to travel within Wyoming </li></ul> <p>MINIMUM QUALIFICATIONS:</p> <p>Education:</p> <p>Bachelor's Degree (typically in The Sciences)</p> <p>Experience:</p> <p>1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst</p> <p>OR</p> <p>Education & ExperienceSubstitution:</p> <p>4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst</p> <p>Certificates, Licenses, Registrations:</p> <p>None</p> <p>Necessary Special Requirements</p> <p>NOTES:</p> <ul> <li>FLSA: Non-Exempt </li><li>E-Verify: WYDOT uses E-Verify, an Internet-based system, to confirm the eligibility of all newly hired employees to work in the United States.
