<p>Department IT Analyst</p> <p>Human Resources</p> <p>"Follow your calling, Find your career"</p> <p>Please apply by 9/1/2025</p> <p>Salary Range $65,251.00 - $97,876.00</p> <p>This is an exempt (salaried) position. Pay rates are based on education, skill, experience level and internal equity. Internal equity considerations include an assessment of the applicant's salary history and qualifications in comparison to the market rate and requirements for the job.</p> <p>Location:</p> <p>700 E 4th Street, Charlotte NC 28202</p> <p>Position Summary:</p> <p>The Business Analyst identifies, elicits, documents, and communicates technology requirements based on the strategic plans and project arrays for Mecklenburg County departments. Incumbents must be knowledgeable of both the business (department) needs and the related information technologies that assist in addressing those needs. Incumbents are responsible for assisting in mapping a technology process to meet business needs, evaluating, and refining that process, and serving as a liaison between the department and IT. The incumbent will also support escalated production issues, evaluate and perform root cause analysis and determines the best resolution. This position is responsible for system configuration, conducting thorough testing, performing ongoing maintenance, and deploying new features to enhance functionality.</p> <p>Essential Functions:</p> <ul> <li>Configure and maintain benefits setup in PeopleSoft, including plans, programs, rates, and eligibility rules, to ensure accurate administration and compliance with organizational policies and regulatory requirements. </li><li>Develop, troubleshoot, and maintain PeopleSoft Queries to support HR and Benefits operations, ensuring data accuracy, usability and alignment with business needs. </li><li>Engage in weekly sprint meetings to collaborate with cross-functional teams, prioritize tasks, and support agile delivery of HR and Benefits system enhancements. </li><li>Design, review, and update Standard Operating Procedures (SOPs) to ensure consistency, compliance, and alignment with HR and Benefits system processes. </li><li>Analyze and optimize HR business processes within PeopleSoft HCM modules (e.g., Core HR, Benefits, Payroll). </li><li>Manage and facilitate requirements gathering for medium-size and moderately complex technology projects. Medium-size and moderately complex technology projects have characteristics such as being department-wide in scope, utilizing a new technology platform, requiring an in-depth understanding of both the current and future state design, and having the potential or likelihood of improving productivity and efficiency. </li><li>Provide end-user support and training for HR staff on PeopleSoft functionality and best practices </li><li>Develop solution requirements (functional and non-functional). </li><li>Assist in the development of business design documentation. </li><li>Assimilate, evaluate, analyze, implement, and maintain financial systems which are enterprise-wide and provide payments to employees and external vendors. </li><li>Perform regular systems and security monitoring, and help set up, maintain and delete user accounts. </li><li>Develop and maintain relevant procedures and standards ensuring that hardware and systems work as expected. </li><li>Configure and troubleshoot software enhancements for application deployments and infrastructure upgrades. </li><li>Diagnose and correct computer systems issues. </li><li>Support and recommend software and hardware enhancements. </li><li>Configure, install, maintain and upgrade computer systems software. </li><li>Administer and maintain security in the software application. </li><li>Create reports, extract and import data to/from the system. </li><li>Help conduct fit-gap analyses. </li><li>Meet with departmental subject matter experts and associated staff to document technology requirements (hardware, software, etc.). </li><li>Write system specifications, build process maps, and capture requirements. </li><li>May assist in the development of high-level as well as detailed requirements documentation. </li><li>Act as a liaison between Human Resources and County IT Services during active projects. </li><li>Create and execute of test plans/scripts. </li><li>Support application upgrades, integrations, customer-requested enhancements, special projects, and daily production support issues. </li><li>Support ITS technical developers with requirements definition, testing, and customer communications. </li><li>Assist in the analysis and design of system deliverables based on business requirements. </li><li>Assist with the development of new queries, including gathering requirements, validating data, and analyzing results. </li><li>Address and resolve production support requests to ensure system stability and user satisfaction. </li><li>Duties may vary depending on assignment. </li><li>Ability to work independently as well as part of a team to achieve required results. </li></ul> <p>Minimum Qualifications:</p> <p>Experience: Minimum of two years of directly related experience</p> <p>Education: Bachelor's degree in Information Technology, Business Administration, or related to specific assignment.</p> <p>Combination of relevant education and relevant experience accepted?
