<p>This position serves at VA Palo Alto Health Care System (VAPAHCS) as the Chief, Operations within the Facility Engineering Section of Facilities Management Service (FMS) with responsibility for the professional Engineering programs at a multi-faceted and affiliated VA Medical Center, including outlying Community Based Outpatient Clinics.</p> <p>The Chief of Operations has full administrative and managerial responsibilities for planning, staffing, budgeting, developing, and effectively managing the boiler plant, sewage treatment plant, transportation, leased property management and oversight, and physical security. The program functions include but are not limited to; all planning, design, and supervision of project renovation, modernization, and construction work; safety, industrial hygiene, disaster management, and green environmental management services; transportation, fleet, energy conservations services; and all maintenance and repair of building, grounds, building service equipment, utility systems.</p> <p>Major duties and responsibilities include, but not limited to:</p> <ul> <li>Responsible for strengthening and enhancing healthcare facility engineering and operations and is a key managerial advisor reporting directly to top Medical Center management. </li><li>Facilitates stakeholder understanding of clinic program desires and engineering, technical, facility, and infrastructure requirements and capabilities. </li><li>Responsible for the planning, organizing, directing, evaluating, and management process for the FMS that includes setting qualitative and quantitative standards. </li><li>Oversees human resources management matters for the Facility Engineering Operations unit and any other Unit or Section (as assigned) within FMS, including development and implementation of succession and workforce plans. </li><li>Identifies risks associated with highly sophisticated utility systems and the general physical environment. </li><li>Provides for the budgeting and financial management for Facility Engineering Section, specifically the Operations Unit of FMS. </li><li>Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of FMS as it relates to Engineering, Facility Planning and Development, and Facility Design section requirements. </li><li>Plans and/or accomplishes special projects. </li><li>Meets regularly with other Engineers from across the country and VA Leadership from the Office of Capital Asset Management and Engineering Support (OCAMES) and Office of Health Care Engineering. </li><li>Reviews or directs the review of plans, specifications, and analyses of design as submitted by subordinate engineers and engineering technicians. </li><li>Responsible for development and implementation of the Medical Center's capital improvement program. </li><li>Prepares correspondence, technical reports, estimates, factsheets,statusreports, and schedules asrequired to complete project assignments. </li></ul> <p>Total Rewards of a Allied Health Professional</p> <p>Work Schedule: Monday - Friday, 8:00 am to 4:30 pm</p> <p>Recruitment Incentive (Sign-on Bonus): Not authorized</p> <p>Permanent Change of Station (Relocation Assistance): Not authorized</p> <p>Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).</p> <p>Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)</p> <p>Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.</p> <p>Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.</p> <p>Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.</p> <p>Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA</p> <p>Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)</p> <p>Telework: Not available</p> <p>Virtual: This is not a virtual position.</p> <p>Functional Statement #: 09935F</p> <p>Permanent Change of Station (PCS): Not authorized</p>
