Candidates from outside or within State Service can apply.</p> <p>As a Human Resources Specialist 1, you will work in Central New York Psychiatric Center's Human Resource Office, and your duties will include:</p> <ul> <li>Preparing employment transactions in accordance with Civil Service Law </li><li>Reviewing and preparing requests for new positions, reclassifications, and increases in minimum hiring rates </li><li>Developing recruitment strategies </li><li>Corresponding with potential applicants about job opportunities </li><li>Counseling employees as needed </li><li>Overseeing the administration of time and attendance rules </li></ul> <p>Minimum Qualifications Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement - Statewide (NY HELPS) program as a Human Resources Specialist 1 if they have six (6) years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.</p> <p>Substitution: An associate's degree can substitute for two (2) years of specialized experience; a bachelor's degree can substitute for four (4) years of experience; a master's degree in a related field can substitute for five (5) years of experience; and a doctorate in a related field can substitute for six (6) years of experience.</p> <p>OR</p> <p>Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement - Statewide (NY HELPS) program as a Human Resources Specialist Trainee 1 if they have four (4) years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.</p> <p>Substitution: An associate's degree can substitute for two (2) years of specialized experience; a bachelor's degree can substitute for four (4) years of experience; a master's degree in a related field can substitute for five (5) years of experience; and a doctorate in a related field can substitute for six (6) years of experience.</p> <p>To be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 2-year traineeship.</p> <p>OR</p> <p>Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement - Statewide (NY HELPS) program as a Human Resources Specialist Trainee 2 if they have five (5) years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.</p> <p>Substitution: An associate's degree can substitute for two (2) years of specialized experience; a bachelor's degree can substitute for four (4) years of experience; a master's degree in a related field can substitute for five (5) years of experience; and a doctorate in a related field can substitute for six (6) years of experience.</p> <p>To be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 1 year of the traineeship.</p> <p>OR</p> <p>Candidates from outside or within State Service can be considered for a competitive class appointment if they are reachable on a current Professional Career Opportunities (PCO) eligible list. Appointment from this eligible list would be as a Human Resources Specialist Trainee 1 and to be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 2-year traineeship.</p> <p>OR</p> <p>Candidates within State Service can be considered for a competitive class appointment if they are reachable on the Public Administration Traineeship Transition (PATT) eligible list.
