We encourage interested candidates to apply promptly to ensure consideration.</p> <p>The Prince George's County Department of The Environment is currently seeking qualified applicants to fill a Deputy Associate Director,(Administrative Specialist 2G)grade G31 position, in the Strategic and Administrative ServicesDivision.</p> <p>About the Position</p> <p>The incumbent in this position will serve as the Deputy Associate Director of the Strategic and Administrative Services Division. This incumbent will be responsible for providing key management-level, administrative, and technical work in conjunction with the administration of the Department's operational functions (budget, IT, HR, contracts and grants). The incumbent will be tasked with assisting with developing and monitoring organizational structures, improving management methods, overseeing multiple sections, conducting research on best practices for various administrative services and overall contract and grant management.</p> <p>About the Agency</p> <p>The Department of the Environment works for a healthy, beautiful and sustainable County through programs that provide clean water, flood control, recycling and waste management, litter prevention, sustainable animal management and pet adoption in partnership with residents and other stakeholders. Some of our core services include providing clean water services (Stormwater Management Division); flooding prevention for buildings and structures (Sustainability Division and Stormwater Management Division); collecting, processing and diverting waste from the County-operated landfill, commercial facilities and householders (Resource Recovery Division); providing sustainability services to reduce greenhouse gas and emission (Sustainability Division); and facilitating pet adoptions, managing an animal holding facility, issuing pet licenses, investigating cruelty complaints and conducting humane outreach and education events (Animal Services Division).</p> <p>Examples of Work</p> <p>General Leadership & Administration</p> <ul> <li>Support the Associate Director in day-to-day oversight of administrative divisions, including Budget/Finance, Human Resources, Information Technology, and Grants & Contract Management. </li><li>Serve as acting authority in the Associate Director's absence, ensuring continuity of operations and decision-making. </li><li>Coordinate cross-divisional initiatives, workflows, and communication to enhance operational efficiency. </li><li>Develop and implement internal policies, procedures, and performance standards. </li><li>Monitor compliance with federal, state, and local regulations, as well as internal governance requirements. </li></ul> <p>Budget & Finance Support</p> <ul> <li>Assist in the development, review, and monitoring of the department's annual operating and capital budgets. </li><li>Analyze financial reports, forecasts, and expenditure trends to support strategic planning and resource allocation. </li><li>Review and approve procurement requests, budget modifications, and financial transactions within delegated authority. </li><li>Coordinate with program managers to ensure fiscal accountability and adherence to budgetary controls. </li></ul> <p>Human Resources Support</p> <ul> <li>Work with HR staff on workforce planning, recruitment strategies, onboarding, and position management. </li><li>Assist in addressing employee relations issues, performance management, and training needs. </li><li>Ensure departmental compliance with HR policies, labor laws, and organizational standards. </li><li>Help develop initiatives that promote employee engagement, professional development, and workplace culture. </li></ul> <p>Information Technology Support</p> <ul> <li>Collaborate with IT leadership to identify technology needs, system improvements, and cybersecurity priorities. </li><li>Support the implementation of new systems, software, and data-management tools. </li><li>Monitor IT service delivery, user support issues, and technology projects to ensure timely resolution. </li><li>Assist in developing technology policies and ensuring alignment with organizational goals. </li></ul> <p>Grants Management Support</p> <ul> <li>Oversee the administration of grant programs from application through closeout, ensuring compliance with grantor requirements. </li><li>Assist staff with the review grant applications, funding agreements, scopes of work, budgets, and required documentation. </li><li>Assist in monitoring grant expenditures, performance metrics, reporting deadlines, and audit requirements. </li><li>Provide guidance to program staff on compliance, allowable costs, and grant performance obligations. </li><li>Serve as a liaison to grantors and internal stakeholders regarding grant activities. </li></ul> <p>Contracts Management Support</p> <ul> <li>Support the full lifecycle of contracts, including drafting, review, procurement coordination, and monitoring. </li><li>Ensure contracts comply with procurement regulations, organizational policies, and legal standards. </li><li>Review scopes of work, deliverables, and pricing structures for accuracy and alignment with program needs. </li><li>Oversees the tracking of contractor performance, invoice review, and adherence to contract terms and deadlines. </li><li>Coordinate with procurement, legal, and program staff to resolve contract issues or modifications. </li></ul> <p>Strategic Planning & Organizational Improvement</p> <ul> <li>Provide data analysis, reports, and recommendations to support executive decision-making. </li><li>Lead or support special projects, organizational assessments, and process-improvement initiatives. </li><li>Track progress on strategic goals and performance metrics across functional areas. </li><li>Facilitate interdepartmental collaboration to address organizational challenges and streamline operations. </li></ul> <p>Stakeholder Coordination & Communication</p> <ul> <li>Prepare briefings, presentations, and reports for executive leadership and external stakeholders. </li><li>Represent the department in meetings, committees, and workgroups as assigned. </li><li>Support communications to staff regarding policies, program updates, and organizational changes. </li></ul> <p>Qualifications</p> <p>Minimum Qualifications</p> <ul> <li>Master's Degree from an accredited College or University in Business Administration, Public Administration, or a closely related field. </li><li>Two (2) years of progressively responsible experience in governmental activities involving management level, professional, administrative and technical work performed in conjunction with the administration of a major program within a department. </li></ul> <p>Any equivalent combination of relevant training, education and experience mayalso
