The State of Iowa Department of Administrative Services (DAS) is seeking a highly skilled Senior Budget and Financial Analyst (Budget Analyst 4) to join our team. </p> <p>This role offers the opportunity to make a significant impact on the financial health and operational efficiency of various state enterprises and agencies. Our services include human resources, information technology, financial management, procurement, fleet management, and print services. DAS plays a critical role in enabling state government to function smoothly and deliver services to the citizens of Iowa.</p> <p>Key Responsibilities:</p> <ul> <li>Fixed Assets and Cost Allocation: Maintain fixed assets inventory and develop comprehensive statewide indirect cost allocation plans and Generally Accepted Accounting Principles (GAAP) packages for assigned enterprises/agencies. </li><li>Audit Support: Collaborate with the State Auditor's Office during annual audits, addressing audit comments and developing appropriate responses. </li><li>Budget Preparation: Prepare annual budgets for assigned enterprises/agencies, ensuring compliance with state laws and sound budgeting practices. </li><li>Salary Projections: Project salaries for upcoming budget years using known wage and benefit increases, and develop reliable assumptions based on historical data when necessary. </li><li>Financial Analysis: Provide in-depth financial analysis, program evaluation, and management analysis related to budget formulation, program operations, control of appropriations, and statewide accounting and payroll operations. </li><li>Operational Studies: Conduct and participate in studies and surveys of enterprise/agency methods and procedures, preparing comprehensive reports with actionable recommendations. </li><li>Legislative Analysis: Analyze proposed legislation for potential fiscal and operational impacts, and prepare detailed fiscal notes. </li><li>Pricing and Cost Allocation: Develop and implement equitable methodologies for pricing services and allocating indirect costs. </li></ul> <p>Ideal Candidate Profile:</p> <ul> <li>In-Person Requirement: This position requires in-person attendance through a six-month probationary training period, with the potential for a hybrid work arrangement thereafter. </li><li>Financial Expertise: Extensive experience with complex budgets and financial data management from multiple funding sources. </li><li>Collaborative Skills: Proven experience working on projects with team members, demonstrating strong collaboration skills. </li><li>Analytical Ability: Strong analytical skills with a keen eye for detail and experience in reconciliation. </li><li>Attention to Detail: Extremely detail-oriented with a high level of accuracy in all financial tasks. </li><li>Finance Background: A solid background in finance is essential for success in this role. </li><li>Interpersonal Skills: Ability to communicate and manage effectively at all organizational levels. </li><li>Problem-Solving Aptitude: Strong analytical skills and the ability to exercise sound judgment and make informed decisions. </li><li>Integrity and Dependability: High level of integrity, dependability, and a strong sense of urgency and results-orientation. </li></ul> <p>Benefits:</p> <p>At the State of Iowa, we are committed to your well-being. Accounting is the measurement, processing, and communication of financial information about economic entities which includes individuals and businesses.</p> <p>AND</p> <p>058 Budgeting:</p> <p>6 months experience, 12 semester hours, or a combination of both in preparing, analyzing budgets; and providing advice/technical assistance with cost analysis, fiscal allocation, and budget preparation. </p> <p>Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:</p> <ul> <li>Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to five years of full-time work in professional budget analysis or fiscal management. </li><li>Nine years of full-time work experience in professional budget analysis or fiscal management. </li><li>A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience. </li><li>Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 3 or two years of full-time work as a Budget Analyst 2. </li></ul> <p>For additional information, please click on this link to view the job description.</p>
