The Stormwater Crew leader is responsible for</p> <p>operating equipment, working with and leading laborers and equipment operators engaged in</p> <p>construction and maintenance projects.</p> <p>ESSENTIAL JOB FUNCTIONS</p> <ul> <li>Operates Vac-con, gradall, backhoe, compactors, trucks, concrete mixers, jackhammers, and other </li></ul> <p>heavy equipment related to the Streets and Stormwater trade.</p> <ul> <li>Installs new and or replaces sidewalks and handicap ramps that comply with ADA requirements, </li></ul> <p>curbs and gutters, street signs and striping, asphalt repair, replace Stormwater piping, catch</p> <p>basins and structures.</p> <ul> <li>Construction Site Inspections for compliance with Stormwater regulations </li><li>Inspects work in progress, and may modify or adjust work methods, crew sizes and related factors </li></ul> <p>with the consensus of the Supervisor to insure that projects are completed on time.</p> <ul> <li>Inspects future projects and makes assessments of projected time, equipment, materials, and </li></ul> <p>manpower.</p> <ul> <li>Calls in locates for underground utilities to prevent injuries to workers or the </li></ul> <p>public.</p> <ul> <li>Manages work orders using the I-Worq work order system and purchases materials and </li></ul> <p>equipment.</p> <ul> <li>Schedules routine and preventative maintenance to ensure safety and working order of all </li></ul> <p>vehicles and equipment.</p> <ul> <li>Repairs small engines and power tools in order to keep up production. </li><li>May supervise a group of workers in repair work on streets, curbs or drainage projects. </li><li>Keeps records of workers time on projects and prepares reports. </li><li>Essential Employees may be required to work during a declared or undeclared emergency. </li><li>Performs other related job duties as assigned. </li></ul> <p>KNOWLEDGE, SKILLS AND ABILITIES</p> <p>Knowledge, Skills and Abilities:</p> <ul> <li>Knowledge of accepted methods and practices of maintenance and construction for streets, </li></ul> <p>stormwater drainage and rights-of-way.</p> <ul> <li>Knowledge of the NPDES MS4 permit and inspection requirements. </li><li>Knowledge of safety procedures related to the trade. </li><li>Skill in general maintenance and construction work. </li><li>Skill in the use and care of pertinent tools and pieces of equipment. </li><li>Skill in strength and agility to perform the tasks assigned. </li><li>Ability to communicate effectively, both orally and written. </li><li>Ability to assign and supervise the work of subordinates. </li><li>Ability to complete daily work records accurately as required </li><li>Knowledge of Maintenance of Traffic (MOT) and safety rules and regulations </li></ul> <p>EDUCATION AND EXPERIENCE</p> <p>Education and Experience:</p> <p>High school diploma or GED certificate with five (5) years' experience in construction and</p> <p>maintenance; or an equivalent combination of education, training and experience.</p> <p>Special Qualifications:</p> <p>Must possess a current State of Florida Class "B" CDL driver's license with an 'N' Tanker</p> <p>Endorsement or possess a Class "B" CDL driver's license temporary permit by the Florida Department</p> <p>of Highway Safety & Motor Vehicles and successful licensure within 120 days of employment. Must</p> <p>possess a Pesticide Aquatic and ROW Spray Licenses within six months of hire. Must be Certified</p> <p>Stormwater Inspector within six months.</p> <p>ESSENTIAL PHYSICAL SKILLS</p> <p>PHYSICAL DEMANDS</p> <p>The work is generally heavy work and may require exerting in excess of 100 pounds of force</p> <p>occasionally and up to 50 pounds of force frequently, and up to 20 pounds constantly to move</p> <p>objects. Additionally, the following physical abilities are required:</p> <ul> <li>Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching </li></ul> <p>on narrow, or slippery surfaces.</p> <ul> <li>Climbing: Frequently ascends or descends ladders, stairs, scaffolding, or ramps. </li><li>Crawling: Ability to frequently move on hands and knees or hands and feet. </li><li>Crouching: Ability to frequently bend the body downward and forward by bending leg and </li></ul> <p>spine.</p> <ul> <li>Feeling: Ability to perceive attributes of objects by touch. </li><li>Dexterity: Primarily with fingers, as in picking, pinching, or typing. </li><li>Grasping: Applying pressure with the whole hand. </li><li>Handling: Picking, holding, or otherwise working with the whole hand. </li><li>Hearing: Ability to hear and understand at normal speaking levels with or without </li></ul> <p>correction.</p> <ul> <li>Kneeling: Ability to frequently bend legs at knee to come to a rest on knee or knees. </li><li>Lifting: Ability to lift and move objects </li><li>Mental Acuity: Ability to make rational decisions. </li><li>Pulling / Pushing: Ability to occasionally move objects up to 100 pounds. </li><li>Reaching: Ability to frequently extend hand(s) and arm(s) in any direction. </li><li>Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers. </li><li>Speaking / Talking: Ability to communicate clearly, accurately and concisely through </li></ul> <p>speech.</p> <ul> <li>Standing: Particularly for sustained periods of time. </li><li>Stooping: Ability to frequently bend body downward and forward by bending spine at the </li></ul> <p>waist.</p> <ul> <li>Visual Acuity: Ability to perform activities such as: preparing and analyzing data and figures; </li></ul> <p>transcribing; viewing a computer terminal; and/or extensive reading, operating motor vehicles;</p> <p>including color, depth perception, and field vision.</p> <ul> <li>Walking: Ability to move on foot for long distances and moving from one work site to </li></ul> <p>another.</p> <p>WORK ENVIRONMENT</p> <p>Work is performed in a dynamic environment that requires the ability to be sensitive to change and</p> <p>responsive to changing goals, priorities, and needs.
