<p>Job Description and Duties</p> <p>Per CCR 249.3, this job control may be used to fill subsequent vacancies.</p> <p>Under the direction of the Environmental Program Manager I, the incumbent will perform all duties related to the supervision of Senior Environmental Scientist (Specialist), Environmental Scientist, and Research Analyst staff including, but not limited to, planning, organizing, directing, and evaluating statewide activities of the Feed, Livestock Drugs, AUS, and SAFE programs within the FLDIP for effectiveness and fiscal viability. The Senior Environmental Scientist (SES) (Supervisory) is the first supervisory level of the series. Incumbents supervise and direct the work of professional or technical staff. The incumbent will perform a broad range of work concerning environmental issues impacting human and animal health, and the State's natural resources management issues related to the use of animal feed and livestock drugs. Duties include but not limited to:</p> <ul> <li>Supervise, coordinate, and direct scientific staff in the performance of their duties concerning the development and implementation of the program standards. </li><li>Review, assign, prioritize, and delegate assignments to ensure work performed is done in accordance to program procedures, policies, and standards; interview, hire, and direct staff according to State personnel laws, rules, and regulations. </li><li>Ensure that staff has the necessary tools, equipment, and training to perform the essential functions of their position and that deadlines are met for reports and special projects; develop training and work plans for staff; review and approve/deny leave requests, travel expense claims, out-of-state trip requests, and ensure adequate operational coverage. </li><li>Establish measures to effectively monitor and measure performance of staff; perform performance appraisals and probationary reports. </li><li>Evaluate staff performance and counsel staff as necessary to address performance issues and/or take appropriate commendatory or disciplinary action; consult with Human Resources and management and advise management on personnel and disciplinary issues for staff. </li><li>Evaluate program demands and workload to establish staffing level and resources needed. </li><li>Maintain a high-quality work environment that contributes to the expansion of employee organizational skills and customer service through guidance and formal training. </li><li>Provide direction and oversight to scientific and technical staff while conducting reviews of animal feed and livestock drug manufacturing practices. </li><li>Supervise staff in applying scientific methods and principles in the identification, research, and solution of problems related to potential environmental impact of animal feed and livestock drugs as well as new ingredients with environmental claims. </li><li>Review environmental hazard assessment for hazardous contaminants in animal feed. </li></ul> <p>Candidates may perform these essential functions with or without reasonable accommodation.</p> <p>You will find additional information about the job in the Duty Statement.</p> <p>Working Conditions</p> <p>The headquarters is located indoors at 1320 E Shaw, Suite 130, Fresno CA 93710. When in the office, the duties of this position are performed indoors in a cubicle/office environment. Each cubicle/office contains a chair, computer monitor, docking station, printer, portable and stationary filing drawers, and overhead cabinets. The employee's alternate workstation will be the incumbent's home office, which is equipped with a desk, chair, computer with various software programs, and a multifunction print/scan/copy machine.</p> <p>Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy. This position will be traveling and overseeing counties in the Central Valley and Southern California. Duties will require travel to other locations throughout California using private vehicles, state vehicles, air, or other transportation systems to attend meetings and training. The Feed and Livestock Drug Inspection Program (FLDIP) is responsible for enforcement of state law and regulations pertinent to the labeling, manufacturing, and distribution of livestock feed, registration of livestock drugs, and their proper use. FLDIP mitigates the overuse of livestock drugs in animals that produce food for human consumption through its Anti-microbial Use and Stewardship (AUS) Program; AUS staff work closely with AUS Program of the Department's Animal Health and Food Safety Services Division. FLDIP also fosters voluntary compliance with the laws and regulations that apply to animal feeds to improve the safety of feed through the Safe Animal Feed Education (SAFE) program.</p> <p>Special Requirements</p> <ul> <li>The position(s) require(s) a valid California Drivers License (CDL).
