<p>Job Responsibilities</p> <p>About Our Agency</p> <p>The South Carolina Department of Behavioral Health and Developmental Disabilities (BHDD) was established April 28, 2025. The Office of Intellectual and Developmental Disabilities (OIDD) is a part of the state's behavioral health and developmental disabilities agency, providing services for individuals with intellectual and developmental disabilities, mental health conditions and substance use disorders through a wholistic, streamlined and coordinated approach. OIDD assists in the planning, developing, coordinating, and funding services for South Carolinians with the severe, lifelong disabilities of:</p> <ul> <li>intellectual disability and related disabilities </li><li>autism spectrum disorder </li><li>traumatic brain injury </li><li>spinal cord injury and similar disability </li></ul> <p>Job Responsibilities</p> <p>Under limited supervision of the Program Manager, provide specialized support to facilitate and complete quality assurance and file review activities during the Home and Community Based (HCB) Level of Care (LOC) approval process as well as the Head and Spinal Cord Injury (HASCI) Nursing Facility Annual LOC approval process; making the final determination as to whether each applicant/participant meets/continues to meet LOC requirements as outlined in OIDD and Medicaid policy. Independently performs assigned duties accurately and with attention to detail. Provides support to other functions of the Division and voluntarily completes other duties as assigned.</p> <ul> <li>Accurate and timely review of Level of Care (LOC) submissions for individuals currently enrolled or pending enrollment in three OIDD operated Home and Community Based Waiver programs. Determines acceptable documentation to confirm Agency diagnostic criteria, current supervision needs and LOC outcome. Responsible for notifying customers of the OIDD Reconsideration process when required. Works directly with the Program Manager, Division staff and Provider staff when documentation limitations/accessibility issues are identified. Maintains a helpful, cohesive working relationship with staff until all compliance issues are resolved. </li><li>Above average working knowledge of Excel functionality and spreadsheet design. Responsible for creation of daily Intellectual Disability/Related Disability (ID-RD), Community Support (CS) Annual LOC and HASCI NF Annual LOC detail reports to ensure the Division remains in compliance with established Medicaid policy and Agency established time-frames relative to LOC expiration. Sends "as needed" alerts to ensure timely submission of requests. Ensures LOC approval within established time-frames. </li><li>Working knowledge of Institutional Level of Care requirements for first-time admission, re-admission and Annual LOC per Medicaid policy. Required ongoing communication with Regional Center and other institutional staff to ensure LOC determination coincides with facility admission. </li><li>Works with minimal supervision, manages own time effectively, maintains control over all current projects/responsibilities. Maintains respectful and effective working relationships as part of a team. Provides back-up assistance to team members. </li><li>Completes special projects as assigned. </li></ul> <p>The South Carolina Department of Behavioral Health and Developmental Disabilities, Office of Intellectual and Developmental Disabilities offers an exceptional benefits package for FTE positions that includes:</p> <ul> <li>15 days annual (vacation) leave accrual per year </li><li>15 days sick leave per year </li><li>13 paid holidays </li><li>Paid Parental Leave </li><li>Health, Dental, Vision, Long Term Disability, and Life Insurance </li><li>State Retirement Plan and Deferred Compensation Programs </li></ul> <p>Minimum and Additional Requirements</p> <p>A bachelor's degree from an accredited college or university in Health and Human Services or a related field, and at least (1) year of relevant program or case management experience working with individuals who have been diagnosed with intellectual developmental disorder, conditions related to intellectual disability (related disability), autism spectrum disorder, traumatic brain injury, similar disability and spinal cord injury. Case management supervisory experience preferred or experience in the review and application of results of standardized psychological evaluation reports.</p> <p>Preferred Qualifications</p> <p>Strong working knowledge of the Department's defined target population and ability to adequately verbalize understanding of the Agency's Eligibility Determination diagnostic criteria, as well as rules, regulations, and procedures pertaining to the Agency's Level of Care (LOC) review and approval process. Strong knowledge of SC Medicaid policy relative to Home and Community Based Waiver Level of Care. Working knowledge of medical conditions preferred. Experience in the review of psychological diagnostic evaluation reports preferred. Above average working knowledge of Excel functionality preferred. Ability to communicate well and work effectively with others, as well as demonstrates a high level of detail and accuracy.
