<p>Department</p> <p>Department of Transportation</p> <p>Division</p> <p>Engineering/Planning</p> <p>Salary</p> <p>$115,008.00 - $133,541.00</p> <p>Job Profile</p> <p>JC-02770906-99 - Transportation Deputy Managing Engineer (DOT) (Bridge) (Non-Union Executive Branch Agency Employees)</p> <p>Scheduled Work Days & Work Hours</p> <p>Monday - Friday 8:00 - 4:00</p> <p>Job Requisition Number</p> <p>JR102643 Transportation Deputy Managing Engineer (DOT) (Bridge)-2 (Open)</p> <p>Pay Grade</p> <p>C00141 A</p> <p>Classification</p> <p>Transportation Deputy Managing Engineer (DOT)</p> <p>Class Definition</p> <p>GENERAL STATEMENT OF DUTIES: Within the Department of Transportation (DOT), to be responsible for assisting in the administration, direction and supervision of a complex divisional civil engineering program such as: Bridge Engineering, Traffic Safety, Highway & Bridge Maintenance Operations, Stormwater Management, or assisting in the development of new programs as required; to perform highly difficult and responsible work of a professional civil engineering nature in assisting in the directing of the engineering and administrative activities of the program and in an area of specialization indicated by the title in the class of position; as directed, to assist the Managing Engineer of the division or other section administrator; and to do related work as required.</p> <p>SUPERVISION RECEIVED: Works under the administrative direction of the Managing Engineer or a superior with considerable latitude for the exercise of initiative and independent judgment; work is reviewed through conferences and submitted reports for compliance with departmental policies and objectives, laws, rules, and regulations.</p> <p>SUPERVISION EXERCISED: Plans, assigns, supervises, and reviews the work of subordinate professional, technical and administrative staff engaged in carrying out a complex civil engineering program.</p> <p>ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:</p> <p>Within the Department of Transportation (DOT), to be responsible for assisting in the administration, direction and supervision of a complex divisional civil engineering program, such as: Bridge Engineering, Traffic Safety, Highway & Bridge Maintenance Operations, Stormwater Management or assisting in the development of new programs as required; to perform highly difficult and responsible work of a professional civil engineering nature in assisting in the directing of the engineering and administrative activities of the program and in an area of specialization indicated by the title in the class of position; as directed, to assist the Managing Engineer of the division or other section administrator.</p> <p>Specific responsibilities include assisting with performing highly complex and responsible work directing the engineering and administrative activities of the program; to review and discuss the work of a unit with assistants and subordinates; to consult with a superior on matters of the state highway and bridge engineering program; to assist in evaluating programs as to their effectiveness and efficiency; to assist in the preparation of future plans, programs, and budget allocations; to assist in coordinating program planning and development with other divisions, agencies, FHWA, consultants and contractors; to make recommendations to a superior on staffing needs.</p> <p>Within Bridge Engineering: To be responsible for assisting in the administration and operation of bridge engineering programs and activities inclusive of bridge inspection, load rating, oversize/overweight permitting, maintenance, repair and preservation of state bridges and assets. To assist in the administration and operation of the state's bridge, tunnel, and ancillary inspection programs to ensure compliance with federal and state regulations.</p> <p>REQUIRED QUALIFICATIONS FOR APPOINTMENT:</p> <p>KNOWLEDGE, SKILLS AND CAPACITIES: Within a specific program assignment, a thorough knowledge of the engineering principles, practices, materials and methods used for bridge engineering, highway & traffic safety, construction, highway & bridge maintenance, and stormwater; a thorough knowledge of highway and bridge engineering working principles; a high degree of skill and administrative ability to assist in organizing, directing and coordinating an engineering program; the ability to assist in the evaluation of the effectiveness of programs and to recommend changes to make them effective; the ability to establish and maintain cooperative relations with officials, superiors, subordinates and the public; knowledge of workplace occupational health and work zone safety programs; a thorough knowledge of federal and state laws relating to transportation administration, engineering and enforcement programs; identify issues and work creatively to improve them; the ability to assist in the planning, organization, review and evaluation of the work of a staff of professional, technical, and other employees; and related capacities and abilities.</p> <p>EDUCATION AND EXPERIENCE:</p> <p>Education: Possession of a bachelor's degree or higher in Civil Engineering or related engineering field from a college or university, and</p> <p>Experience: At least seven (7) years of employment with supervisory experience in bridge, highway maintenance, traffic, maintenance, or environmental engineering.</p> <p>SPECIAL REQUIREMENTS: At the time of appointment and continually thereafter, must possess a Certificate of Registration as a Professional Engineer (PE) issued by the Rhode Island State Board of Registration for Professional Engineers as a condition of employment.</p> <p>Supplemental Information</p> <p>Develop and manage a comprehensive Quality Verification / Quality Assurance Program for RIDOT's Bridge Inspection and Loan Ratings operations. Develop and update Department Quality Procedures in relation to the National Bridge Inspection Standards and FHWA 23 Metrics.</p> <p>Review bridge inspection data to ensure conformance with FHWA Bridge Inspection Metrics. Review bridge inspection reports, rating reports, and other documents to ensure accuracy, completeness, and compliance with federal and state requirements.
