The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.</p> <p>The official job specifications for this role, as defined by the State Civil Service, can be found here.</p> <p>Job Duties:</p> <p>Employee Administration & Benefits (60%)</p> <ul> <li> <p>Processes and audits personnel actions in LA GOV HCM, ensuring accuracy and compliance with Civil Service rules and OJJ policies.</p> </li><li> <p>Provides guidance on payroll, benefits, leave, and HR policies; resolves employee concerns and data discrepancies.</p> </li><li> <p>Manages promotions, appointments, reallocations, and other personnel actions.</p> </li><li> <p>Ensures accurate benefits processing and reporting to OGB, LASERS, TRSL, and other regulatory entities.</p> </li><li> <p>Calculates leave accruals, payouts, and retroactive adjustments; prevents payroll errors through thorough review.</p> </li><li> <p>Ensures job postings and hiring actions meet Civil Service and Executive Order requirements.</p> </li></ul> <p>Recruitment, Placement & Selection (30%)</p> <ul> <li> <p>Manages recruitment activities in LaCareers, including requisitions, postings, qualification reviews, and compliance audits.</p> </li><li> <p>Advises supervisors on hiring processes, pay policies, and documentation standards.</p> </li></ul> <p>Administration & Support (10%)</p> <ul> <li> <p>Maintains HR files, correspondence, and tracking systems.</p> </li><li> <p>Recommends policy or procedure updates.</p> </li><li> <p>Performs additional duties as assigned.</p> </li></ul> <p>Physical & Other Requirements</p> <ul> <li> <p>Primarily sedentary work with minimal physical effort.</p> </li><li> <p>Must be able to perform duties safely without posing risk to self or others.</p> </li></ul> <p>Position-Specific Details:</p> <p>Work Location: This vacancy is located at the Office of Juvenile Justice Central Office in Baton Rouge, LA. </p> <p>Appointment Type: Full time, Probational</p> <p>Career Progression: This position may be filled as a Human Resources Analyst A, B, C, or Specialist.</p> <p>Compensation: </p> <p>The Human Resource Analyst A (AS-613) title has a Special Entrance Rate of $$1,616.00 biweekly.</p> <p>The Human Resource Analyst B (AS-614) title has a Special Entrance Rate of $1,728.80 biweekly.</p> <p>The Human Resource Analyst C (AS-616) title has a Special Entrance Rate of $1,944.80 biweekly.</p> <p>The Human Resource Specialist (AS-617) title has a Special Entrance Rate of $2,080.80 biweekly.</p> <p>The incumbent of this position must not have been convicted or pled nolo contendere to a crime listed in R.S. 15:587.1 (c).</p> <p>The Office of Juvenile Justice is a State as a Model Employer (SAME) agency that supports improved employment opportunities for individuals with disabilities.
